HomeMy WebLinkAboutCC RES 73-73 RESOLUTION NO. 73-73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, 7hMENDING THE CITY OF TUSTIN PERSONNEL RULES AND REGULATIONS. The City Council of the City of Tustin, California, does hereby resolve as follows- That the City Personnel Rules and Regulations are hereby amended as follows: SECTION 1. The following is hereby added to Section 5G [!) (a "Police officers shall be compensated at the rate of two (2) hours for each eight hours of required stand- by for duty or court appearance whether or not actually called for such duty or court appearance." SECTION 2. The following is hereby added to Section 5G (8):' "Police officers shall be paid straight time over- time or straight-time compensatory' time-off for any meal break missed due to emergency calls°" SECTION 3. Section 5G (2) is hereby amended to read as follows · "(2)' Fire Department Personnel on 24 hour Shifts. Pire Department personnel on 24 hour shifts shall receive straight-time overtime pay based on straight-time for a 40-hour work week or compensatory time off for all overtime up to 8. hours and shall receive straight-time overtime pay based on straight-time for their normal average duty week or compensatory time off for all continuous overtime beyond said eight hours. Such personnel shall receive a minimum of two hours for each instance of call back (emergency or non-emergency)', hut no minimum for hold-over overtime." SECTION 4. Section 8B (1) is hereby amended to read as follows: "(1) Work Week. The work week for all full-time pos----l~{~iO~S shall be 40 hours except that the work week. for Fire Department positions having 24- hour work shifts shall be .63 hours." SECTION 5. Paragraphs one and two of Section 9E are hereby amended to read as follows: Vacation Regular leave with pay is granted to-e~c~-regul, ar and probationary employee, ~' except 24-hour per shift Fire personnel, at the rate of ten (10) working, days per year prorated on a bi~-week!y basis ~or each bi- weekly pay. period of half--time or over. Fire persoDnel on 24-1~our shifts shall accrue leave with pay at the ~rate of seven (7) 24-hour ................. ~ ~,- ~ ~- ~.- .... ~. basis for each bi-weekly pay period, of half time Or OVer." SECTION 6. Section 8F (6) is hereby amended to read as follows: "(6) Ail Fire Department Personnel on 24-hour shifts shall receive five (5) 24-hour work . shifts of extra, vacation or equivalent pay in lieu of' paid holidays; such additional ~vacation shall be scheduled by the Fire Chief." SECTION 7. Section 8G (1) is hereby amended to read as follows- "(1) Full-time Employees. Each full-time employee ~h~ll~-~-C-~6e--s-i~-'i-eave with pay at the rate of twelve '(12) days per year prorated bi- weekly for any bi-weekly period' in which the employee has worked or has been authorized a leave of absence with pay for half the period or over; except Fire Department per- sonnel working a 24-hour work shift shall accru sick leave with pay at the rate of six. (6) · · working shifts prorated bi-weekly for any bi- weekly period in which the employee has worked or has been authorized a leave of absence with pay for half the period or over." SECTION 8. Section 5H is hereby added to read as follows: "H. Educational Incentive Compensation. .The. foil. owing addl-tlonai compensation is hereby granted qualified personnel as an incentive for employees to improve their level of educa- tion in relevant fields beyond the expected level for their position. Educational incentive compensation is usually restricted to those positions within which an improved educational level will produce improved pro- duction or performance. Educational Incentive Compensation shall' cease upon termination of employment, or promotion or transfer to a position for which such com- pensation is not provided or for which the education incentive qualifications are beyond · that.which the employee possesses. Educational %n- centive over 'normal compensat . (1) Police Officers below rank of Lieutenant: (a) Intermediate P.O.S.T. certificate or A.A. in Police Science and two (2) years of law enforcement experience. (b) Advanced P.O.S.T certificate or B.A..in related field and four (4) years of law enforcement experience '(2) Firemen at Captain rank and below- (a) (.~ n ~._ ~ ]~i'-^ ..qc.~_enco, and two (2) years of fire service exper- ience ~ or 2.5%" 5.0% . ....... (b) (i) B.A. in related field, and four (4) years of fire service experience', or 2.5% · · , (ii) 30 .training points~ 30 college units, and twelve years of fire service experience, or (iii.) 45 training points, 45 college units, and nine years of fire service experience. 5.0% .One Training Point is granted for each 20 c].ass- room hours of off-the-job,, approved fire service or related training."
