RESOLUTION OF THE. CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING EXECUTION OF MEMORANDUM OF
AGREEMENT WITH THE TUSTIN POLICE EMPLOYEES' ASSOCIATION
AND PROVIDING FOR OTHER MATTERS RELATIVE TO CONDITIONS
OF EMPLOYMENT OF POLICE EMPLOYEES .
WHEREAS, the duly designated representatives of the
City Council have met and conferred in good faith with the
duly designated representatives of the Tustin Police Employees
Association, and
WHEREAS, the Council representatives have made
recommendations to the City Council regarding other real-'rets
relative to the conditions of employment of police employees
which have not been the subject of agreement between the Ciny
and the Association despite substantial efforts 'made in good
faith by the parties in meeting and conferring upon these
subjects, in attempt to arrive at agreement on these matters~
NOW, THEREFORE, THE CITY COUNCIL OF TIiE CI'l~f OF
TUST'IN, CALIFORNIA, DOES RESOLVE AS FOLLOWS-
The Memorandum of Agreement a copy of which is
attached hereto and incorporated herein by this reference,
is approved and the City' Administrator is authorized and
directed to execute the same on behalf of the City of Tustin.
2. In addition to the matters contained in the
aforesaid Memorandum of Agreement the following conditions of'
employment recommended by the City Administrator are hereby
approved and ordered-
WHEREAS, it is the desire of the City and Association
that these matters of agreement be memorialized in a Memorandum
of Agreement, and

WHEREAS, the Council representatives have made
recommendations to the City Council regarding other matters
relative to the conditions of employment of police employees
which have not been the subject of agreement between the City
and the Association despite substantial efforts made in good
faith by the parties in meeting and conferring upon these
subjects in attempt to arrive at agreement on these matters.
B. Overtime or compensatory time off will not
be paid or given for shift briefings, weapons
qualification testing or physical qualification
testing.
C. No change in the present policy of the City
as to pay or classification for police clerks
is adopted at this time. The Police Chief

D. Employee medical insurance is fu!l.y pa. id by
the City and the amount paid by the City is
at the median, of all cities J.n Orange County.
Dependent cover,age is paid by the e'mployee.,
No chango is made regarding these arrangements.

A. For officers below the rank of lieutenant,
the City will continue to pay straight-time
or give straight-time compensa'tory time off
· for overtime, as recommended by' the department
head.
'PASSED AND ADOPTED at a regular meeting of the City
Council held on the 15th day of October, 1973.
