To .establish a policy which outlines the assistance available to
recreational and cultural groups through the City of Tustin.
To establish guidelines to specify to what extent City assistance
canI be provided to recreational and cultural groups.
BACKGROUND:
The City has found that as a res.ult of City growth, recreational
and cultural groups may form which request assistance by the City
in the form of co-sponsorship. Based upon the principle that
recreational and cultural groups can be of benefit to a segment
of the community, but should not be supported by Ci.ty funds, a
policy is required which designates the limits of City assistance
to.recreational and cultural groups.
.0
POLICY:
It is the desire of the City of Tustin to provide general
professional recreation services to Tustin community recreation-
ally defined organizations who are desirous of City co-sponsorhip
providing they qualify under the following guidelines:
1. Must be a non-profit recreation activity geared to meet the
interests and needs of a segment of the Tustin community.
· 2' .Must be open to the public.
3. Must adhere to all City policy and philosophy of community
recreation programs.
4. Must carry adequate public liability insurance and name the
City of Tustin as an additional assured.
5. Must be financially self-sufficient.
6. Must not conflict, compete, or duplicate other existing
community recreation .programs.. '
7. Must allow for City of Tustin representation in it's organi-
zational structure in an ex-officio capacity.
8. Must be accountable for revenue and expenditures thru
standard bookkeeping procedures.
