RESOLUTION NO . 73- 37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN URGING THE UNITED STATES CONGRESS
TO APPROPRIATE FUNDS TO COMPLETE THE STUDY
OF THE SANTA ANA RIVER BASIN FLOOD HAZARD,
AND IMPLEMENT MEASURES TO ALLEVIATE THE THREAT · ·
OF FLOOD ING.
..
THE CITY COUNCIL OF THE CITY OF TUSTIN DOES HEREBY
RESOLVE AS FOLLOWS- '
· ,,
WHEREAS, the United States Army Corps of Engineers, an
·
agency of the United States Government began a study in 1964 of
/
the flood hazard potentials of the Santa Ana· River Basin, which
/
said study was to be completed in 1969; and
and
WHEREAS, said study may not now be completed until 1977
WHEREAS, said study must be completed before steps may
be taken by the County of orange, the Orange County Flood Control
District, the Corps of Engineers and affected' cities to alleviate
this threat; and
WHEREAS, the Santa'Ana River Channel as currently con-
I" structed has· a capacity of approximate, ly 20,000 cubic feet of water!
i per second and could not contain a flood flow of 150,000 cubic fee
"
, of water per second, which is estimated to be discharged from
'i
I,. Prado Dam during a standard projoct flood; and
·
i WHEREAS, a flood of this magnitude would overflow into
the cities of Anaheim, Buena Park, Costa Mesa, CyPress, Fountain
Valley, Fullerton, Garden Grove, .Huntington Beach, Los Alamitos,

Newport Beach, Orange, Placentia, ·Santa Ana, Seal Beach, Stanton,
Westminster, and Yorba Linda; and,

WHEREAS, such a flood could damage or destroy the
sewage plant facilities of the whole county; and
WHEREAS, the best interests Of the health, safety and
t.. ,

welfare 'of this community require an early completion of this
s.tudy before steps m~y be taken to protect the communities herein
set forth from the aforementioned flood damage°
NOW, THEREFORE, BE IT RESOLVED, that the United States

.. Congress be urged to appropriate sufficient funds to' the United
States Corps of Engineers for the purpose of completing said study~
prior to the 1977 date.
BE IT FURTHER RESOLVED, that the disaster potentials of
a major flood in 17 of the 26 cities in Orange County representing
a popUlation of over 1 000,000 people be recognized and steps be
,
taken to implement the flood control measures necessary to a'llev-' .......
iate future flooding. --

· BE IT FURTHER RESOLVED, that a copy of this Resolution
be forwarded to Congressmen and Senators in Washington, D.C. rep-
resenting Orange County; and
BE IT FINALLY RESOLVED that a copy of this ResolUtion be!

sent to each City in the County of. Orange,. the County of Orange

and .the Orange County Flood Control District°
