DISCUSSION: Throughout the year staff provides the Planning Commission with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and, other items of interest. The Community Development Department Activity -Year in Review briefly describes the total number of discretionary projects (i.e., Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Community Development Department, and Building Division activity. Prepared general plan amendment: a. GPA 07-001, ZC 07-002, CUP 07-011, DR 07-012, changed the general plan land use designation from Public and Institutional to Planned Community Commercial/Business to allow for the establishment of an assisted living/congregate care facility at 13841 Redhill Avenue (see American Senior Living, 13841 Red Hill, below for further description); b. GPA 07-002 and Reorganization 07-01, amended the General Plan land use map to establish the general plan designation of "Planned Community Commercial/Business" for the annexation of approximately 1.243 acres within the Pacific Center East Specific Plan; and c. GPA 08-001, updated the City's Housing Element of the General Plan in compliance with State's Law. 2. Prepared Zone Change: a. ZC 06-002, TTM 17096, CUP 06-024, DR 06-020, changed the zoning designation from R-4 to R-3 to establish 77 residential condominium units at 1972 Mitchell (see Hampton Village below); b. ZC 07-002 changed the zoning designation from P&I to C-2 to allow for the establishment of an assisted living/congregate care facility located at 13841 Redhill Avenue (see American Senior Living below); c. ZC 07-003 changed the zoning designation from PC Industrial to PC Industrial/Business to allow for a conversion of an existing industrial building into office complex (see Pannatoni below); d. ZC 08-001, amended the Prospect Village Planned Community district regulations to allow commercial service and professional office uses in a maximum of three (3) of the six (6) live-work units facing Prospect Avenue and to clarify how owners of restricted units may be permitted to lease the ground floor portion of the restricted units. 3. Prepared Code Amendment (CA) 08-001 (Off-Street Parking Regulations): CA 08-001 (Draft Ordinance No. 1354) consolidated off-street parking references, regulations, and standards that are scattered throughout the Tustin City Code into one code section to comprehensively and effectively address required off- street parking, design, enforcement, and impacts that may occur as a result of the implementation of any proposed on-street parking regulations. Tentative Parcel Map (TPM) 2007-234 (2552 Walnut Ave.): Subdivision to allow for an additional office condominium within an existing office condominium building. TPM 2007-234 is approved and Final Parcel Map 2007-234 is being reviewed. A tenant improvement permit has been issued and construction is underway to accommodate the new unit. 5. Four (4) new wireless facilities were approved at various locations for multiple providers. Permits have been issued and projects are under construction for three of the facilities. 6. Prospect Village Project (191-195 East Main Street): Construction of a 9,300 square foot two-story commercial building and twelve (12) live/work units at the northwest corner of Main Street and Prospect Avenue. Construction is nearing completion. 7. Pacific Office Plaza (1412 and 1422 Edinger Avenue): Two new condominium office buildings totaling 66,578 square feet of office area were approved and completed. Minor tenant improvements are currently taking place. 8. Hampton Village (1972 Mitchell Avenue and 14251-14351 Browning Avenue): The project consists of demolition of 60 existing apartment units and construction of 77 residential condominium units. Although entitlements have been granted, no construction plans have been submitted. 9. The Cottages/Nevis Homes (1361 EI Camino Real): Project includes construction of 93 condominium units in three phases. Permits have been issued. Construction is underway. 10. ACS Medical Office (12741-12791 Newport Avenue): Project includes construction of a two-story office building. The project has been completed and tenant improvements for tenant spaces are underway. 11. Office Building (12721 Newport): Construction of a new one-story office building within the Newport Warren Planned Community District. Project was completed and Certificate of Occupancy was issued. Plans for tenant improvements have been submitted and are under review. 12. Silverado Senior Living (240 East Third Street): Conversion of an existing rest home into a rest home for Alzheimer patients approved. Project was completed and a Certificate of Occupancy has been issued. 13. I-5 Self Storage (2631 Michelle Drive): Conversion of existing industrial buildings and construction of new buildings to accommodate a self storage facility was approved. Permits were issued and construction is underway. 14. Red Hill Lutheran Church expansion (13200 Red Hill Avenue): Conditional Use Permit and Design Review fora school expansion to 500 students and Community Development Department Activity Report FY 2007-08 The Year In Review Page 4 construction of a new fellowship hall were approved. Construction plans are currently in plan check and permits are anticipated to be issued soon. 15. Nunos Brothers Retail Building (15761 Tustin Village Way): A 15,000 square foot retail center proposed to replace a former retail center that was destroyed by fire. The Design Review, grading, and building plans were approved, permits to be issued shortly. 16. Tustin Strata Center (14111 Newport Avenue): Construction plans for development of a 2,800 square foot retail building at 14111 Newport Avenue were approved for permits. Construction is anticipated to begin shortly. 17. American Senior Living (13841 Red Hill Avenue): Zone Change, Conditional Use Permit, and Design Review to authorize the construction of 201 assisted living/congregate care facility for persons of 62 years or older were approved. Construction plans are currently in plan check. 18. Beach Pit BBQ (560 EI Camino Real): Conversion of an existing auto repair shop (Tustin Garage) into a restaurant. A Certificate of Occupancy has been issued and the project is complete. 19. Alders Apartments (15600 Williams): Construction of two new apartment units and additional parking on a vacant lot. Construction plans are currently in plan check. 20. Wags and Wiggles (14402 Chambers): Conversion of an existing industrial building into a dog daycare, training, and boarding facility was approved. The project is complete. 21. Raj Manufacturing (2692 Dow Avenue): The Design Review proposal for an addition to an existing industrial building was approved. Permits have been issued. 22. Panattoni Development office conversion (15771 Red Hill Avenue): Zone Change and General Plan Amendment to allow for conversion of an existing industrial building into an office building were approved. No construction plans have been submitted for plan check. 23. Synergy (300 EI Camino Real): Conditional Use Permit to operate a specialty retail business specializing in the sale, engineering, integration, and installation of audio/video systems for home entertainment within an existing 7,744 square foot building. Tenant improvement plans are currently in plan check. 24. Young's Market (14402 Franklin): Tenant and fagade improvements for establishment of Young Holdings LLC corporate headquarters in a 72,000 square foot industrial building. Kentucky Fried Chicken (1022 E. 1St Street): Design Review for demolition of the existing and construction of a new KFC restaurant was approved. Construction plan are currently in plan check. Tustin Legacy 1. Construction continued for the remaining phases of each community at the Columbus Grove and Square residential housing tracts. To date, approximately 501 units have been completed for Columbus Square and 341 units have been completed for Columbus Grove. The first 24 of the 240 units have been completed for the Coventry Court Senior Housing Development and the model homes are now open. A total of 153 senior affordable units will be available in the Coventry Court development. 2. The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road): The majority of the center is complete with the exception of a few tenant improvements, Building 5 in the Lifestyle Center, and the two remaining restaurant pads. In-N-Out Burger restaurant is complete. The Bistro West restaurant was issued permits on January 29, 2008 and construction is underway. Permits for the final restaurant pad, Marmalade Cafe, were issued on July 2, 2008. 3. Concept Plan 07-002 and Design Review 07-005 (15405 Lansdowne Road): The project involves amulti-treatment campus which includes four (4) stand- alone residential homes at 4,733 square feet each; three (3) two-story residential buildings, each 8,430 square feet; a 12,224 square foot, two-story campus service center; and a 1,000 square foot maintenance building for a total of 57,446 square feet of building area with a serving capacity of 90 beds for abused and neglected children and their parents and emancipated youth to be operated by the Orange County Social Services Agency. Construction plans are currently under review by the Division of the State Architect (DSA). 4. Tustin Legacy Community Partners: Staff is continuing to work with the Master Developer of approximately 805 acres to develop conceptual land use, circulation, and open space plans. Concept Plan for Neighborhood E has been approved (see Concept Plan 06-001, below). Concept plans for Neighborhoods D and G along with the associated tract maps have been submitted for review. Demolition and mass grading are underway. 5. Concept Plan 06-001 and Tentative Tract Map 17144 (Neighborhood E of the MCAS Tustin Specific Plan): Concept Plan for potential development of approximately 1,267-324 square feet of non-residential uses that encompasses Phases 1 and 2 of Neighborhood E. Phase 1 includes a total of 318,600 square feet of general office uses and 287,000 square feet of R&D flex/light industrial uses. Phase 2 includes 319,675 square feet of general office uses; 93,920 square feet of R&D flex light industrial use; 229,997 square feet of office park Community Development Department Activity Report FY 2007-08 The Year In Review Page 6 use; and, 18,132 square feet of neighborhood commercial (mixed use). The Design Review for Phase 1 has been approved (see Design Review 07-011 below). 6. Design Review 07-011 (Neighborhood E): Phase 1 development of the Neighborhood E Technology Park including nine (9) new office buildings on 29.44 acres. Design Review 07-011 was approved on January 18, 2008, by the Community Development Director. Construction plans are currently in plan check. 7. South Orange Community College District: Phase 1 grading, encroachment, and drainage permits were issued, the project is complete, and the ATEP facility opened in August 2007. 8. Rancho Santiago Community College District: Grading, encroachment, and drainage permits have were issued, the project is complete and the Orange County Sheriffs Training Academy began operation in September 2007. 9. Orange County Rescue Mission's Village of Hope (Lansdowne/Valencia): Building permits were issued on May 9, 2002, for the two buildings located 1 Hope Drive (formerly 15635 and 15686 Lansdowne). Construction is complete. Advanced Planning/Special Projects 1. Continued Mills Act contract program; monitored 15 annual contracts. 2. Completed Housing Element Update identifying the City's housing needs, goals, and programs for the planning period 2006 - 2014. Amended the General Plan in compliance with State Law. 3. Completed Local Update of Census Address (LUCA) program for the 2010 U.S. Census, verifying all residential address in the City. 4. Issued 7,410 business license renewals; issued 714 new business licenses (in- city); issued 799 new business licenses (out of city); collected $385,085,.50 in business license revenue. 5. Conducted 5 tours of various Tustin neighborhoods with the Planning Commission. 6. Completed an Old Town Parking Study. 7. Monitored and reviewed the John Wayne Airport Noise Abatement Report and Program to ensure compliance with airport/city noise standards. Responded to and removed 3,187 graffiti areas. 3. Performed 12 Water Quality inspections and 4 Illicit Discharge cases. 4. Received the Orange County Human Relations Commission Award for the City's Neighborhood Improvement Task Force program. 5. Real estate sign complaints reduced by approximately 80% because of the 2007 adopted sign code amendments and code enforcement monitoring of sign violations. 6. Code Enforcement proactively identified numerous violations at approximately 62 properties within the southwest area of Tustin in 2007. Compliance was obtained in all cases. During the fiscal year, a total of 95 permits issued consisting of 164 new residential units. All new residential construction permits issued were for developments at Tustin Legacy.
