RESOLUTION NO. 72- 71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, REQUESTING THE BOARD
OF SUPERVISORS OF THE COUNTY OF ORANGE, CALI-
FORNIA, TO IMPROVE PORTIONS OF THE SANTA ANA
RIVER TO MITIGATE THE POTENTIAL INUNDATION OF
THE DISTRICTS' TREATMENT PLANTS NOS. 1 AND 2.

WHEREAS, the Department of Army, Corps of Engineers,
reported that the existing levees of the Santa Ana River will
vide protection for only a 25 to 35 year frequency flood, and cur-
rent plans in said report project no relief for at least 20 year:_-

WHEREAS, the levees in that portion of t~e Sanfia ~ma
River from the San Diego Freeway to Seventeenth Street are state5
to be in need of remedial repair and strengthening to insure 'the
·
stability of the levees in this area; and
WHEREAS, the Joint Treatment Works of the County Sanit?
tion Districts serve the metropolitan Orange' County area and a
population of 1.3 million people and represent a public investm~
of $58 million; and
WHEREAS, these joint works facilities have been design~
.and are being operated in the best interest of the public and are
necessary to the health and welfare' of the metropolitan area of
· .
Orange County and the 1.3 million people being served; and
WHEREAS, it is essential to provide maximum protection
for these facilities within the capabilities of the Board of Sups__--
visors, the County Flood Control. District and the joint Sanitat~2.D~ ..
Districts; and
~r'HEREAS, the BOards of Directors Of the seven 'County
Sanitation Districts have expressed their concern by authorizinc~
immediate protective'measures to be taken within the joint .treat- ·
ment facilities; however, these measures cannot .provide complete
·
protection from inundatiOn 'unless concurrent measures are taken

strengthen the Santa Ana River levees; and

WHEREAS, failure of the Santa Ana River levees would
cause an onrush of storm waters in the Fountain Val'l.ey and
ltuntington Beach flood plain area of th'e Santa Ana River inundating'
the joint treatment facilities of the Districts and resulting in
widespread contamination of the area and a major threat to public
o
health I and
o

WHEREAS, recent floods in other portions of California
and the eastern United States have exemplified the importance of
wast~water treatment facilities to a community; and
}~IER~-XS, it has been estimated that if the joint works
of the County Sanitation Districts become inundated and made
inoperable, the metropolitan area of Orange County will be without
J.4 troatment facilities for a period in excess of six months.

~§ · I~OW, THEREFORE, the City Council of the City of Tustin,
Californ{a, does hereby resolve as follows:
1. That request .is hereby made that the Board of'
~1.8 Supervisors of the 'County of Orange direct the. Chief Engineer of
19 the Orange County Flood Control District to take measures to insure
the stability of the Santa Ana River levees and to provide maximum
~1 capacity of the Santa Ana River to protect the joint works facili-

~ ties of the Sanitation Districts. ..
~ 2. That the Board of Supervisors resolve 'and determine
~,4' that the necessi'ty to protect the Joint Treatment Works is of an

~5 emergency nature and that all efforts to protect the facilities ~
o
shall be expedited ......
