SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE GRAFFITI REMOVAL
PROGRAM
SUMMARY
The City's contract with Graffiti Control Systems expires on November 20, 2008. To
continue the City's graffiti removal program, it is necessary to for the City Council to
authorize staff to advertise for contractor bids.
RECOMMENDATION
That the City Council authorize and direct the Community Development Director to
advertise for contractor bids to continue implementation of the City's graffiti removal
program.
FISCAL IMPACT
Funding for the 2008-2009 graffiti removal program is currently provided through a number
of sources including federal Community Development Block Grant (CDBG) funds, the
City's General Fund, and the South Central Redevelopment Area Set Aside Fund.
BACKGROUND AND DISCUSSION
For the past sixteen years, the City of Tustin has managed a graffiti removal program.
Throughout the past five years, the City's need for graffiti abatement has generally
increased. The following summarizes the total number of graffiti abatement cases over
the past five years:

On August 7, 2008, the City Council adopted Ordinance 1338 amending TCC Section 5707 to require owners of
utility boxes, poles, cable boxes, and similar structures on public property to remove graffiti on said structures within
48 hours or reimburse the City for graffiti removal costs. Since the Ordinance and associated implementation
policies have not been in effect for an entire fiscal year, it is difficult to ascertain the fiscal benefit to the City.
The Graffiti Abatement program provides graffiti removal services to property owners
within two working days from the time the graffiti is reported. To be eligible for the
program, property owners must sign an authorization form to allow the City to remove
graffiti from private property.
The City currently has a contract with Graffiti Control Systems to provide the removal
service. Graffiti Control Systems was originally awarded the contract in 2003, which
was extended on a yearly basis for four years as allowed under the original contract.
Their current contract expires in November 2008 and cannot be extended again.
