SUBJECT: "TUSTIN TOWN CENTER, NEW BEGINNINGS" STUDY UPDATE
SUMMARY
A request has been received for an update on the status of the "Tustin Town Center,
New Beginnings" Study.
RECOMMENDATION
No action required at this time.

No fiscal impact associated with this status report.
BACKGROUND/DISCUSSION:
On October 16, 2007, the City Council approved entering into a Consulting Services
Agreement with Field Paoli for a work program previously approved by the City Council
to implement certain major ULI Advisory Panel recommendations for the
"Neighborhoods of Tustin Town Center". The work program included conducting a
Refined Market Analysis, preparing Neighborhood Concept Plans, conducting
Feasibility Testing of potential projects within each Neighborhood and preparing an
Implementation Strategy Work Program. As part of their proposal, Field Paoli
subcontracted with Keyser Marston Associates (KMA) San Diego office to conduct the
Refined Market Analysis and Feasibility Testing.
When the City Council authorized the Redevelopment Agency on April 17, 2007, to
proceed with an initial work program to begin implementing certain Urban Land Institute
(ULI) Panel recommendations, the Market Analysis was identified as a critical missing
component in the ULI Report. The Council believed it was important that a more
detailed market analysis be conducted to assess market conditions, existing and future
supply and demand for certain uses.

Staff have for the last several months reviewed preliminary progress drafts from KMA
related to the Market Analysis. Unfortunately, City staff (representatives from
Redevelopment and Community Development) have not felt that the Consultant had
adequately addressed staff comments on the progress drafts and directions for the
study previously provided by the City Council. As KMA began the additional work
necessary to respond to these concerns, the City Manager requested KMA divert their
resources to certain Tustin Legacy priority business discussions and transactional
issues the City is in discussions on with Tustin Legacy Community Partners, LLC.
Since KMA's assistance and financial modeling is essential and instrumental to these
business negotiations and they have limited staff resources in their San Diego office,
there has been a resulting delay to schedule for completion of the Market Analysis,
originally anticipated to be completed by the end of April. We anticipate that if the
report can be resubmitted in the next 10 days, that with staff final review and all our
requested issues resolved, the Market Analysis may be able to be ready for release by
the end of August with Neighborhood Concept Plans, the Prototypical Feasibility Testing
and Implementation Strategy Work Program components still likely to be completed by
early January 2009.
The Agency is working with KMA to further refine the Market Analysis and to factor in
the changing market conditions since the initial ULI study. The Agency wants to be
comfortable that the Market Analysis meets the criteria established by the City Council
before moving forward to the next step in the process, community outreach and
preparation of Neighborhood Concept Plans. When the Market Analysis is completed,
Field Paoli will conduct a series of Community Workshops to outreach and discuss
preparation of the Concept Plans for each neighborhood. Property owners, Planning
Commissioners, and business and community leaders will be invited to participate and
provide input. After the series of Community Workshops, KMA will conduct Feasibility
Testing of the Potential Projects and Field Paoli will prepare an Implementation Work
Program. At that time, the Agency will bring forward the recommendations for City
Council consideration.
