HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PERMIT PARKING ON RAWLINGS WAY, WEST OF TUSTIN RANCH ROAD, FOR LADERA ELEMENTARY SCHOOL PERSONNEL ONLY SUMMARY A request by the Tustin Unified School District (TUSD) has been received to provide parking on Rawlings Way, west of Tustin Ranch Road, due to a lack of existing on-site parking capacity at Ladera Elementary School to support a large Special Needs Program at this location. As a result, this has substantially increased parking demand for school personnel within the existing school parking lot. Consequently, "restricted' permit parking is recommended for implementation on the south side of Rawlings Way, west of Tustin Ranch Road, for use by Ladera Elementary School personnel only (i.e. teachers and staff members). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 08-48 approving a Permit Parking Zone on the south side of Rawlings Way, west of Tustin Ranch Road, for use by Ladera Elementary School personnel only and direct the Police Department to issue permits for this zone accordingly. FISCAL IMPACT The cost for specific signage is estimated to be $500 and would be funded from the City's Traffic Signs Budget. Sufficient funds are available in Account No. 01-403-6625. BACKGROUND Until recently, the Ladera Elementary School parking lot contained a total of 85 parking spaces, including handicap accessible spaces. A large program for Special Needs children has been developed by the TUSD for this location and there are now approximately 100 Special Needs students enrolled in the program. Consequently, this has increased the number of teachers and other staff members required to support the program. Although no formal parking study has been performed by TUSD, it is apparent that this increase has caused the parking demand to exceed the capacity of the existing school parking lot. Informally, arrangements have been discussed to allow parking permits for school personnel (i.e. teachers and staff members) on the south side of Rawlings Way with the understanding that the TUSD provide as much additional parking as possible within the existing school Approval of Permit Parking on Rawlings, Way West of Tustin Ranch Road, for Ladera Elementary School Personnel Only August 5, 2008 Page 2 parking lot. Subsequently, TUSD has recently restriped the school parking lot to gain seven additional spaces for a total of 92 on-site parking spaces. In addition, the school has developed an efficient parent drop off/pick up program on-site. Carpooling is being encouraged, but the schedules of teachers and other staff members are such that it has not substantially reduced the parking demand. DISCUSSION It has been proposed that the TUSD increase the parking capacity within the Ladera Elementary School parking lot and the City, in turn, allow parking by permit on the south side of Rawlings Way. Permit parking for school personnel is specifically allowed under California Vehicle Code Section 22507(b) which states the following: "An ordinance or resolution adopted under this section may also authorize preferential parking permits for members of organizations, professions, or other designated groups, including, but not limited to, school personnel, to park on specified streets if the local authority determines that the use of the permits will not adversely affect parking conditions for residents and merchants in the area". Presently, no parking is allowed on Rawlings Way. It is anticipated that the additional parking will cause no adverse impact on the existing operational condition of the roadway. The TUSD has recently restriped the school parking lot and gained seven additional parking stalls. It is estimated that approximately 20 vehicles could park on the south side of Rawlings Way. Therefore, it is recommended that the City Council approve a Permit Parking Zone on the south side of Rawlings Way, west of Tustin Ranch Road, and the Police Department be directed to issue parking permits to allow school personnel to utilize this zone with the provision that permits will be strictly prohibited for parent parking. Signage will be posted to identify the specific restrictions of permit parking along Rawlings Way, namely Monday through Friday 7:30 AM to 4:30 PM. Tim D. Stack Assistant Public Works Director Attachments: Resolution No. 08-48 Location Exhibit RESOLUTION NO. 08-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PERMIT PARKING ON THE SOUTH SIDE OF RAWLINGS WAY, WEST OF TUSTIN RANCH ROAD, FOR USE BY LADERA ELEMENTARY SCHOOL PERSONNEL ONLY WHEREAS, parking demand is exceeding parking capacity at Ladera Elementary School; and WHEREAS, the Tustin Unified School District (TUSD) has agreed to restripe the parking lot at Ladera Elementary School to add as many on-site parking spaces as possible; and WHEREAS, the TUSD has restriped the school parking lot, thereby gaining seven additional on-site parking spaces; and WHEREAS, parking in the school parking lot is still insufficient to serve the demand; and WHEREAS, parking is restricted on both sides of Rawlings Way, west of Tustin Ranch Road; and WHEREAS, permit parking on the south side of Rawlings Way for Ladera Elementary School personnel only would help relieve parking demand within the school parking lot; and WHEREAS, California Vehicle Code Section 22507(b) provides for the implementation of Permit Parking Zones if the local authority determines that the use of permits will not adversely affect parking conditions for residents and merchants in the area; and WHEREAS, implementation of a Permit Parking Zone on the south side of Rawlings Way, west of Tustin Ranch Road, within the present No Parking Zone will not adversely affect parking conditions for residents and merchants in the area. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that a Permit Parking, Zone for Ladera Elementary School personnel only is hereby established between the hours of 7:30 AM and 4:30 PM, Monday through Friday, within the following limits: South side of Rawlings Way West, of Tustin Ranch Road Said Permit Parking Zone shall not become effective until appropriate signs are posted to define specific limits of permit parking, as directed by the Director of Public Works/City Engineer.
