SUBJECT: AUTHORIZATION TO PURCHASE METER READING EQUIPMENT
SUMMARY:
Authorize City staff to purchase meter reading equipment and software for use by the
Finance Department. The equipment would be used by the meter readers (new
position) in the performance of their duties. The City currently contracts the meter
reading service with Alexander's Inc., which wiIl be discontinued when the City's meter
reading service is ready for deployment.
RECOMMENDATION:
It is recommended that: (1) the City Council authorize the Finance Department to
purchase the ITRON meter reading equipment from Inland Water Works Supply Co. in
the amount of $26,000, which includes $1,080 for the first year's maintenance; and (2)
appropriate $13,000 from the unappropriated reserves of the Water Operations Fund.
FISCAL IMPACT:
Staff budgeted $13,000 in Fiscal Year 2008-09 budget for the purchase of the meter
reading equipment. The total cost for the ITRON FC200R meter reading equipment,
ITRON MVRS software, and ITRON Mobile Collector Lite is $26,000. Staff is requesting a
supplemental appropriation of $13,000 from the unappropriated Water Division's
Operating Reserves to offset the additional costs.
BACKGROUND:
The ITRON meter reading equipment will be used by the meter readers in performance
of their duties. Staff is requesting to sole source the purchase of the ITRON equipment
because it will interface with the City's existing water billing software, Springbrook. Staff
is requesting to sole source the purchase of the ITRON equipment from the Inland

Water Works Supply Co., because they are the only authorized reseller of ITRON
equipment for Southern California. ITRON authorized resellers have been extensively
trained by ITRON to efficiently and effectively install and service ITRON products.
The City will be incorporating the meter reading service, which is currently contracted to
Alexander's Inc., into the Water Services Division. The contract would be discontinued
once the City's in-house water meter reading service is ready for deployment. Staff
believes that an in-house meter reading service would increase the level of customer
service to our water customers and yield a cost savings within three (3) years.
