The City Council of the City of Tustin, California, does hereby resolve as follows: That the City Personnel Rules and Regulations are , hereby amended as follows- Section 5 F (2) is hereby amended to read as follows' SECTION 5. SALARY ADMINISTRATION F. .salary_ i50. ther I~nstan. c.~s (2) S~alary on.. P_romgtion. Any employee who is promoted shall be entitled to at least a five percent increase and his salary anniversary date shall not change. If promoted to an "A" Step, he ~hall be eligible for the next merit increase at his salary anniversary date or, if earlier, in six months from promotion and a new salary anniversary date shall thereby be established. An employee who is promoted on his salary anniversa.ry date shall first .... receive his normal increase and then the promotional increase. follows · Section 7 E is hereby amended to read as follows- SECTION 7. PROBATIONARY PERIOD o E. 'promotion ~Duri_ng__P~ro_b. ati°nary~ Period- An employee promoted to a position with a greater maximum rate of pay than his original appointment shall be deemed a new probationary employee and will com- mence his probationary period on the effective date of his promotion. The City Administrator may authorize credit for all or part of the probation- ary time in the promotion position toward fulfillin~ an uncompleted probationary period requirement in a lower position. ~. : Section 8 B (1) and (2) are hereby amended to read as SECTION 8. ATTENDANCE AND LEAVES B. Hours of Work (1) Work Week. The work week for all ~ull-time p~i-~i0ns' shall be 40 hours except that the work Week for Fire Department positions having 24-hour work shifts shall be 67.2 hours. .. .(2) Work Shifts. ATTENDANCE AND LEAVES · .D. Approval of Leaves, Any leave_of absence, in- ¢ludi-n~ va~-ti~ and sick leave, for any Department Head for any period of time, and for other employee~ in excess of thirty (30) days duration, must be approved by the City-Administrator. Department Heads will approve employee leaves of thirty (30) working days or less. Leaves of absence over thirty (30) days for the City Administrator require approval of th~ City Council. Department Heads shall not approve vacation or sick leave usage in excess of credits earned by the employee. Section 8 E is hereby amended to read as follows: SECTION 8. ATTENDANCE AND LEAVES E. Vacation. Regular leave with pay is granted to ~'ch 'regular and probationary employee, except 24-hour per shift Fire personnel, at the rate of ten (10) working days per year prorated on a bi-weekly basis for each bi-weekly pay period of half time or over. Fire Personne~ on 24-hour shifts shall accrue leave with pay at the rate of six (6) 24-hour work shifts, plus one (1) additional 24-hour work shift due to the work week being substantially over the County median, per year prorated on a bi-weekly basis for each bi-weekly pay period of half time or over. work The above total of seven (7) 24-hour/shifts shall remain available to the Fire personnel until the hourly work week is reduced to approximately the County median, at which time the work shifts shall. be reduced to approximately the County median. Section 8 E (2) (b) is hereby amended to read as follows SECTION 8. ATTENDANCE AND LEAVES E. Vacation. (2) Longevity Allowance. (b) 24-hour per shift fire personnel: one-half (1/2) work shift of vacation'.a year for each additional year of employ- ment until a limit of twelve (12) 24-hour work shifts per year has been' reached. Section 8 E (3) is hereby amended to read as follows- SECTION 8. ATTENDANCE AND 'LEAVES E. Vacation. (3) Voluntee_r_~Ti~. Any full-time City employee ~fter three years as a full-time City employee, who has previously served the City as 4 8 10 11 12 15 1'4 15 16 17 i8 19 20 Zl 24 ~5 26 ~? 28 29 3O 31 a volunteer fireman or police reservist prior to January. 1, 1970, shall receive annu- ally one (1) working day of vacation leave, or one-half (1/2) work shift in the case of 24-hour shift fire personnel, for each five (5) years or.major fraction thereof, of service as a volutneer fireman or police reservist, which shall be in addition to such other vacation leave as is provided herein. Section 8 F (6) is hereby amended to read as follows: SECTION 8. ATTENDANCE AND LEAVES F. Holidays. (6) Ail Fire Department Personnel working, a 67.2-hour work week shall receive five (5) 24-hour work shifts of extra vacation or equivalent pay, in lieu of paid holidays; such additional vacation shall be scheduled by the Fire Chief. Each full-time employee shall accrue sick leave with pay at the rate of twelve (12) days per' year prorated bi-weekly ~' for any bi-weekly period in which the employee has worked or has been authorized a leave of absence with pay for half the period or over; except Fire Department personnel working a 24-hour work shift shall accrue sick leave with pay at the rate of six (6) working shifts, plus one (1) additional 24'hour work shift due to the work week being substantially over the County median, per year prorated bi-weekly · for any bi-weekly period in which the employee has worked or has been authorized a leave of absence with pay for half the period or over. The above total of seven (7) 24-hour work shift shall remain available to the Fire personnel until the hourly work week is reduced to approximately the County median, at which time the work shifts shall be reduced to approx- imately the County median.
