A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ADOPTING POLICY NO. 50-2
relative to EXTENT OF ASSISTANCE AVAILABLE TO
RECREATIONAL AND CULTURAL GROUPS THROUGH THE
CITY OF TUSTIN.

To establish a policy' which outlines the assistance availa].'>le
to recreational & cultural groups through the City of Tustin.
.To establish guidelines .to specify to what extent City assis~an
can bo pr, ovided to recreational and cultural groups.
BACKGROUND·
The City has found that as a result of City growth, many rec-
reational & cultural groups are forming which request assistance
by the City in the form of sponsorship or co-sponsorship. Based
upon tke principle that recreational &. cultural groups can be
benefit to a segment of the community, but should not be supported
by City funds, a policy is required which designates tke limits
of City assistance to recreational and cultural groups.
POLICY:
It is the desire of the City of Tustin to provide basic com-
munity services to all j.ustifiable groups, but not to assume
obligation for any group, it is the policy of the City of ?ustin
that the City will not sponsor or' co-sponsor any recreational &
cultural groups independent of the City Parks & Recreation
Department.

Such services may include helping groups to organize and functior~.

by offering technical assistance such as-
' 1. Advising on process necessary in becoming a non-profit
corporation. ' .
·
2. Recommending methods for developing an effective publicity
program.
·
3. Assisting groups in acquiring activity facilities.
4. Other related technical assistance which can be provided
through normal City operation, without direct City espe'n-
diture for personnel or supplies. .

Upon request and justification, the City Council and/or the
Parks & Recreation Commission, can issue a statement of endorse-
ment for the activities of a particular recreational and
cuitural group.
