HomeMy WebLinkAboutCC RES 70-56 RESOLUTION NO. 70-56 A RESOLUTION OF TI{E CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUNDS HEIDEMAN- SCHOOL PARK DEVELOPMENT PROJECT. WHEREAS, The Congress under Public Law 88-578 has authorized the establishment of a Federal Land and Water Conser- vation Fund Grant-In-Aid Program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing lands and facilities for public outdoor recreation purposes; and WHEREAS, The State Department of Parks and Recreation is responsible for the administration of the program within the State, setting up necessary rules and procedures governing appli- cation by local agencies under the program; and WHEREAS, Said Federal Act and adopted procedures established by the State Department of Parks and Recreation require that the applicant must certify by resolution the approval of proposed park projects, applications and availability of local matching funds prior to submission of said applications to the State; and WHEREAS, Said procedures further require that all proposed projects must appear in the Recreation Element of the General Plan for the City; and WHEREAS, The City General Plan was first adopted by the City Council on December 19, 1966; and WHEREAS, The City General Plan consists of the following elements: 1. Land use Element 2. Recreation Elemenlt 3. Circulation Element 4. Population Element and WHEREAS, The proposed Heideman - School Park project is contained in the Recreation Element of the General Plan and is consistent with the California Public. Outdoor Recreation Plan; hereby - NOW, THEREFORE, BE IT RESOLVED That the City Council 1. approves the filing of an application for Land and Water Conservation Fund assistance; and 2. certifies that said agency can finance 100 percent of the project; and 3. appoints the City Administrator as agent of the City to conduct all negotiations, execute a submit all documents including but not limited to applications, agreements, amend- ments, billing statements, and so on which may be l necessary for the completion of the afore- mentioned project.
