SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE CITRUS RANCH PARK
PROJECT (CIP NO. 2046)
SUMMARY
Formal bids for the Citrus Ranch Park Project (CIP No. 2046) have been received and a construction
contract is ready to be awarded to the lowest responsive/responsible bidder.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Citrus Ranch Park
Project (CIP No. 2046) to ValleyCrest Landscape Development, Inc., the lowest responsive/responsible
bidder, in the amount of $4,415,942.12, and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City.
FISCAL IMPACT
The Fiscal Year 2008-2009 Capital Improvement Program (CIP) Budget provides $6,624,784 for
construction and construction management of the project. The City Council previously approved a
contract with Willdan in the amount of $460,000 for construction management.
BACKGROUND
Formal bids were publicly opened on August 6, 2008 by the City Clerk. There were thirteen (13) bids
received and the results are summarized as follows in order of least dollar amount:

The bid by Delta 3 Construction Services, Inc. is considered non-responsive because page B-2 of the
bid proposal was not submitted with their bid. Staff was unable to verify their total bid amount as a result
of this omission. The bids by Minako America Corp. DBA Minco Construction; United Contractors Co.,
Inc.; Griffith Company; Marina Landscape, Inc.; and PIMA Corp. DBA Advanced Construction contained
minor mathematical errors that did not affect the outcome of the bid results.
The references and the State Contractor's License for ValleyCrest Landscape have been checked and
are appropriate for the subject project. Their bid is approximately 26% below the engineer's estimate of
$5,970,267.02. This is due to lower than expected costs for all aspects of construction. The engineer's
estimate was verified by an independent peer review. The receipt of thirteen bids for the project denotes
that the market has become very competitive, resulting in eleven bids under the engineer's estimate.
Citrus Ranch Park is located at 2910 Portola Parkway and is currently unimproved with a grove of citrus
trees. The project provides improvements at the park site including on-site parking, restroom facilities,
picnic areas, trails, a scenic overlook, trellises, and installation of playground equipment. Existing
landform features such as the naturally occurring knoll will be maintained and panoramic viewing decks
will enable visitors to view the natural panorama. A large portion of the park will remain undisturbed for
passive uses and many of the existing citrus trees will remain as welt. The existing regional trail system
along Jamboree Road and Portola Parkway has been integrated into the perimeter of the park to provide
greater access.
