A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, IN CRITIQUE OF PROPOSED
IRVINE GENERAL PLAN.

W~IEREAS, the Planning Commission of the City of Tustin,
in cooperation with t'he Orango County Planning Commiss±on and
.,
the property owners within'., the T...ustin area, did study, analyze,
projoct and plan for the dovelopment and use of l'and within the
sphere of influence of the City of' 'Tustin, and
WHEREAS, a Gener.~l Plan for the Tustin Area was com'-
piled by the Staff of the O.range County Planning Commission,
adopted by the City and County Planning Commissions and by the
Tustin City. Council and the Board of Supervisors of Orange ~,.
County in 1966, and

WHEREAS, said pla'n recognized Political jurisdictions
and spheres of influence to enable the inhabitants and electorate
to have a voice in the ultimate development and character
of the cummunity in which they reside, and

WHEREAS, the City Council has es tabl"[ shed an ultimate
population projection for the City of Tustin at 60,000 inhabit-
ants for the purposes of the developme'nt of a Civic Center, and
said projection is predicated upon the area., of the Tustin General
Plan, ~' and

. WHEREAS, political jurisdiction of the City of Tustin
is essential for that area within its sphere of influence, to
protect the territorial in'tegrity, character of existing devel-
opment, traffic circulation and development controls that will
permit the.economic and social prese.rvation of an established
community, and ~' ...
WHEREAS, the Tustin Now and Tomorrow Committee, com-
prised of representative citizens of the' total Tustin Planning
area, and the Planning Commission of the City of Tustin, h'ave
reviewed the proposed General. Plan for the City of I rvine, and
WHEREAS, the proposed General. Plan of the City of
Irvine has established natural boundaries for the area to be
incorporated to the north and south for the plan limits, but
has used the sole criteria of land ownership for the western
boundary, an'd

WHEREAS, the proposed city boundary and circulation
system would virtually destroy the character and territorial
integrity of t. he City of Tustin, as developed, planned and
approved by the residents, administrative staffs and governing
bodies of the Ci%y of Tustin and County of Orange,
NOW THEREFORE, BE IT RESOLVED, that the City Council
o'f the City of Tustin hereby petitions the Planning Commission
and Board of SuPervisors of Orange County and Local' Agency
Formation Commission, to respect and protect prior legislative
determinations as to 'the sphere of influence of 'the City of
Tustin and the sound prinCiples of urban planning that establishecl
· Political bound.aries on the basis of nat.u.ral and geographic
barriers where possible,' and in the absence of a .natural ..
boundary, then an ar'tifiCial boundary of sufficient magnitude

to establish communi'ty identity, coinciding with the political
boundary, ,,,
BE IT FURTHER RESOLVED, in keeping with th'e afore-
mentioned goals and objectives, that the political boundaries~
of' the City of Irvine on the western extremity be established
to coincide with' the north-s°uth· throughway on an alignment
wi th Peters Canyon .Road.
