SUBJECT: SUMMARY OF PROJECTS
The following is a list of projects and activities since the Summary of Projects provided at
the February 12, 2008, Planning Commission meeting. The list focuses on the status of
projects that the Planning Commission, Zoning Administrator, or Community
Development Director approved, major improvement projects, and other items of
interest.
Major Projects Under Construction
• Prospect Village Project
(191-195 East Main Street;
270-292 Prospect Avenue):
Construction of a 9,300 square
foot two-story commercial
building and twelve (12)
livelwork units at the northwest
corner of Main Street and
Prospect Avenue. Six of the
livelwork units have received
certificates of occupancy.
Construction is nearly
complete on the remainder of
the project.
• The Cottages/Nevis Homes (1361 EI Camino Real):
Project includes construction of 93 condominium units.
Building permits were issued. Phase 1 consists of 30
units and is nearing completion. Sales of the Phase I
units are currently taking place. Phase 2 (36 units) is
forthcoming in the next few months, and Phase 3 (27
units) will begin thereafter. Model homes are
anticipated to open in the next couple of months.

• Red Hill Town Homes (14421-14471 Red Hill): Project includes demolition of 57
apartment units and construction of 75 new condominium units. The City Council
approved the project on March 20, 2007. No construction plans have been
submitted. City staff is monitoring the project to ensure the project site is maintained
in good condition.
• Hampton Village (1972 Mitchell Avenue and 14251-14351 Browning Avenue):
The project consists of demolition of 60 existing apartment units and construction of
77 residential condominium units. No construction plans have been submitted. City
staff is monitoring the project to ensure the project site is maintained in good
condition.
• Larwin Square (530 E. 15t 5t.): Repair
and remodel the deteriorated roof on the
commercial buildings on the west and
north side of the property. Permits have
been issued and construction is underway.
The repair also includes installation of new
parapets and painting of the facade to
match Vons and the existing office building
along Centennial Way.
• Tustin Library (245 E. Main Street): Construction of a new library is currently
underway. Off-site improvements i.e. reconstruction of 3~d Street, drive aprons and
sidewalk along Main Street have been completed. All underground utilities have
been installed. Steel framing are progressing and on-site parking lot has been
paved.
Miscellaneous Projects
• Mobile Home Park Expansion (14092 Browning): Permits for grading and
landscaping for ten new mobile home pads were issued. The use is anticipated to
be established by winter 2008.

• Tustin Strata Center (14111 Newport Avenue): Construction plans for
development of a 2,800 square foot retail building at 14111 Newport Avenue were
recently approved for permits. Construction is anticipated to begin shortly.

• I-5 Self Storage and RV Storage
(2631 Michelle Drive): Conversion of
existing industrial buildings and
construction of new buildings to
accommodate a self storage facility
were approved. Permits were issued
and construction is underway. A
conditional use permit was recently
approved by the Planning Commission
to add outdoor RV storage to the site.
• Red Hill Lutheran Church Expansion: Conditional Use Permit and Design Review
for a school expansion to 500 students and construction of new fellowship hall were
approved by the Planning Commission. Demolition of the existing building is
complete and construction is underway.
• Nunos Brothers Retail Building (15761 Tustin Village Way): A 15,000 square
foot retail center proposed to replace a former retail center that was destroyed by
fire. The Design Review proposal was approved April 16, 2007. Building and
landscaping permits are ready to be issued. Grading permits have been issued.
• American Senior Living (13841 Red Hill Avenue): Zone Change, Conditional Use
Permit, and Design Review to authorize the construction of 201 assisted
living/congregate care facility for persons of 62 years or older were approved.
Construction plans are currently in plan check. Demolition permit has been issued
and is pending clearance from the South Coast Air Quality Management Agency
(SCAQMD) for asbestos and lead paint removal prior to demolition.
• Alders Apartments (15600 Williams): Construction of two new apartment units and
additional parking on a vacant lot. Construction plans are currently in plan check.

Raj Manufacturing (2692 Dow Avenue): The Design Review proposal for an
addition to an existing industrial building was approved November 8, 2007. Permits
were issued and construction is currently underway.
Tustin Royale (1262 Bryan
Avenue): Major tenant
improvements permits were
issued to the existing board and
care facility at 1262 Bryan
Avenue. The facility is currently
under new ownership and major
improvements to the facility are
underway to improve the facility
into compliance with current ADA
standards and other code related
requirements. The project is
finaled and the facility is currently
open.
• Royal Street Communications New Wireless Facility (225 W. Main Street): A
new minor stealth wireless facility to be located at the church tower was approved at
Tustin Presbyterian Church. Construction is nearly complete pending relocation of a
power meter pedestal.
• Royal Street Communications New Wireless Facility (131 North Tustin
Avenue): A new minor rooftop stealth wireless facility was approved at an existing
office building. The applicant is in the process of preparing construction plans to be
submitted for plan check.
• Royal Street Communications New Wireless Facility (3057 Edinger Avenue): A
building-mounted wireless facility at Jamboree Plaza was approved. Permits have
been issued.
• Core Communications New Wireless Facility {18302 Irvine Blvd.): Aroof-
mounted wireless facility at the corner of Irvine and Holt was approved. Construction
plans are in plan check.
• Sign Code Exception for Tustin Freeway Center (14041-14051 Newport
Avenue): A sign code exception for an increase in height and size of the Tustin
Freeway Center's monument sign was granted. Sign plans are currently in plan
check.

Panattoni Development office conversion (15771 Red Hill Avenue): Zone
Change and General Plan Amendment to allow for conversion of an existing
industrial building into an office building were approved by the Planning Commission
and the City Council. No construction plans have been submitted for plan check.
Bank of the West (701 W. 1St St.): Structural rehabilitation to the permanent bank
building is nearly complete. The temporary trailer that is on site as a temporary bank
facility will be removed and the bank is scheduled to re-open in September.
New dental office (740 EI Camino Real): A conditional use permit to establish a
medical/dental office at 740 EI Camino Real was approved by the City Council on
March 4, 2008. A Design Review application for a significant remodel of the existing
building to a two-story dental office building with ground floor retail have been
submitted and is under review by staff.
• New Tile Showroom (1702 Edinger Avenue): A tenant improvement permits have
been issued to an existing industrial building to accommodate a new the showroom
and sales at 1702 Edinger Avenue.
Young's Market (14402 Franklin): Tenant and facade improvements Young
Holdings LLC corporate headquarters in a 72,000 square foot industrial building.
Young's Market distributes wine and spirits. Permits have been issued and
construction is nearing completion.
Kentucky Fried Chicken (1022 E. 1St Street): Design Review for demolition of the
existing and construction of a new KFC restaurant was approved. Construction plan
are currently in plan check.

Zoning Administrator Actions
Conditional Use Permit 07-026 (2560 Bryan Avenue): A request to establish a
martial arts studio (Tae Kwon Do) in an existing 1,600 square foot tenant space at
2560 Bryan Avenue, Unit C (Costco Center) was approved. Permits were issued
and project is complete.
Minor Adjustment 08-001 (Neighborhood E of the MCAS Tustin Specific Plan):
A request to decrease the number of required off-street parking spaces for an office
park development by fifty-three (53) parking spaces, equating to two and two-tenths
percent (2.2%) of the required total in Phase 1 of the Neighborhood E Tustin Legacy
Technology Park was granted. The project is currently in plan check.
• Conditional Use Permit 08-
003 (14945 Holt Avenue): A
request to reduce the
required off-street parking at
the Tustin Courtyard Center
was approved to
accommodate Sprouts
Farmers Market. The request
was necessary to
accommodate a truck dock in
the rear of the building to
serve Sprouts Farmers Market
grocery store. Permits were
issued and project is
complete. Sprouts is
currently open.
Minor Adjustment 08-002 (15222 Del Amo Avenue) - A request to increase the
maximum height of a block wall by twenty percent (20%) and to reduce the
front/street side setback by ten percent (10%) was granted to North Orange County
Teachers Federal Credit Union (NOCTFCU). NOCTFCU proposed a continuous
block wall along the eastern property lines of their parcels to screen the properties
from the existing railroad line, alleviate noise and vibration caused by the trains
along the railroad line, and to reduce substantial amount of dust and debris
generated from the trains. In addition, the wall would serve as a safety barrier
between pedestrians and the railroad line. Permits for the proposed block walls
have been issued.

• Conditional Use Permit 08-006 (300 EI Camino Real) -Conditional Use Permit to
operate a specialty retail business specializing in the sale, engineering, integration, and
installation of audio/video systems far home entertainment within an existing 7,744
square foot building (Synergy). Permits have been issued and construction is
anticipated to start before long.
• Minor Adjustment 08-003 - A request to establish a 1,620 square foot dental office
at 14751 Plaza Drive, Suite G, and a Minor Adjustment to reduce the total number of
required on-site parking by ten (10) spaces to comply with Title 24 California
Building Code state accessibility requirements was approved. The minor adjustment
included current accessibility improvements for the proposed dental office and also
future improvements to the project site to address the parking deficiency as a result
of ADA compliant requirements.
• Conditional Use Permit 08-011 (440 S. Pacific) - A request to permit an accessory
building to be used as a guest room was granted. The applicant purchased the
property in January 2008; however, existing on the property is a single family home
along with an unpermitted detached two-car garage with an illegal second floor
apartment. The request was to permit the garage structure and convert the second
floor apartment to a guest room without a kitchen which is allowable pursuant to
Tustin City Code with the approval of a conditional use permit.
Tustin Legacy
• The District at Tustin Legacy (Vestar; Barranca Parkway and Jamboree Road):
The majority of the center is complete with the exception of a few tenant
improvements and the two remaining restaurant pads. The Bistro West restaurant
was issued permits on January 29, 2008, and construction is nearing completion.
Permits were issued for the Marmalade restaurant on July 7, 2008 and construction
is underway. Please see attached charts for a comprehensive list of building permits
issued and tenant occupancy.
• Columbus SquarelColumbus Grove: Eleven (11) model home sites of the 14
products are open. Construction of the model home for the senior housing
(Coventry Court) is complete and the recreational center is underway.
Approximately 1,000 permits have been issued between the two communities. 858
homes (units) are approved for occupancy.
• Orange County Rescue Mission's Village of Hope (1 Hope Drive): A 192-bed
transitional home for the homeless at Tustin Legacy to be operated by the Orange
County Rescue Mission. Certificates of Occupancy have been issued and project is
complete.

• Orange County Social Services Tustin Family Campus (15405 Lansdowne
Road): The project involves amulti-treatment campus which includes four (4)
stand-alone residential homes at 4,733 square feet each; three (3) two-story
residential buildings, each 8,430 square feet; a 12,224 square foot, two-story
campus service center; and a 1,000 square foot maintenance building for a total of
57,446 square feet of building area with a serving capacity of 90 beds for abused
and neglected children and their parents and emancipated youth to be operated by
the Orange County Social Services Agency. Construction plans are currently under
review by the Division of the State Architect (DSA).
• Concept Plan 06-001 and Tentative Tract Map 17144 (Neighborhood E of the
MCAS Tustin Specific Plan): Concept Plan for potential development of
approximately 1,267-324 square feet of non-residential uses that encompasses
Phases 1 and 2 of Neighborhood E. Phase 1 includes a total of 318,600 square feet
of general office uses and 287,000 square feet of R&D flex/light industrial uses.
Phase 2 includes 319,675 square feet of general office uses; 93,920 square feet of
R&D flex light industrial use; 229,997 square feet of office park use; and, 18,132
square feet of neighborhood commercial (mixed use). The Design Review for Phase
1 has been approved (see Design Review 07-011 below).
• Technology Park at Tustin Legacy (Neighborhood E): Phase 1 development of
the Neighborhood E Technology Park including 9 new office buildings on 29.44

acres. Design Review 07-011 was approved on January 18, 2008, by the
Community Development Director. Plans have been submitted to plan check.
Tustin Legacy Community Partners: Staff is continuing to work with the Master
Developer of approximately 805 acres to develop conceptual land use, circulation,
and open space plans. Concept plans for Neighborhoods D and G along with the
associated tract map have been submitted for review. Demolition and Mass Grading
are underway.
Roadway Public Improvements -Public Works Department
• Construction of the Valencia Avenue/Armstrong Avenue Project (CIP No. 7139)
started in May 2005 and is complete. Construction of the final cap paving (CIP No.
7188) is also complete.
• Construction of the Edinger Avenue Widening Project (CIP No. 7147) and the
Newport AvenuelSR-55 Ramp Reconfiguration Project (CIP No. 7130) is complete
except for minor items.
• Construction of the Tustin Library Expansion Project (CIP No. 1045) began in
February 2008 and is 40% complete.
• Construction of the FY 2007/2008 Annual Major Pavement Maintenance Project (CIP
No. 7001) and Annual Sidewalk Repair Project (402-6235) is complete. The work
included repaving some residential streets and Irvine Boulevard between Elizabeth
Way and Red Hill Avenue. Design of the FY 2008/2009 projects has begun.
• Design is almost complete by OCTA on the countywide Grade Crossing Safety
Enhancements Project, which includes the railroad crossing at Red Hill Avenue.
These improvements include those necessary for the Red Hill Avenue/SCRRA
Railroad Quiet Zone (CIP No. 4069) Project. Construction is scheduled to begin in
January of 2009 and be completed in one year.
Preliminary design engineering is continuing for the Red Hill Grade Separation at the
OCTA/SCRRA railway crossing (CIP No. 7175).
A cooperative agreement between the City and the Orange County Transportation
Authority (OCTA) was approved by the City Council on September 2, 2008 far design
and construction of a parking structure at the Tustin Metrolink Station within the next
two years.

• A contract was awarded by the City Council on September 2, 2008 for construction
of the Citrus Ranch Park Project (CIP No. 2046), Construction is expected to begin
in October 2008.
• Design of the new traffic signal on Portola Parkway at Citrus Ranch Park (CIP No.
4026) is complete. Installation will be coordinated with construction of the park.
• Construction is complete on the Sycamore Storm Drain Project (CIP No. 5033).
Construction commenced in late June 2008 to minimize impacts to adjacent schools
and was completed before school opened for the fall session.
• Construction is complete on the public improvements associated with Prospect Village
Projects (CIP No. 7176 & 7177).
• Moffet Avenue roadway improvements between Harvard Avenue and Sonora Street
are complete and open for public use.
• Severyns Road improvements north of Valencia Avenue are complete and open for
public use.

• Construction is complete on the Tustin Legacy Portal Entry Project (CIP No. 1046) at
the intersection of Red Hill Avenue and Valencia Avenue. This project included
enhanced landscaping and the Tustin Legacy identification sign.
• Design has begun on the traffic signal modification project at Irvine
Boulevard/Prospect Avenue (CIP No. 4052).
• Design has begun on the new traffic signal installation at Tustin Ranch Road and
Greenway Drive/Adams Drive (CIP No. 4075).
