RESOLUTION NO. 01-109
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS
WHEREAS, the City adopted a Classification Plan in 1984 by adopting
Resolution No. 84-63; and
WHEREAS, the City Council has amended its Classification and Compensation
Plans when appropriate;
WHEREAS, the City now desires to provide an increase in compensation to the
classification of Property and Evidence Leadworker as a result of a recommendation of
the Human Resources Director based on a review of'duties, responsibilities and
comparable market data.
NOW, THEREFORE, the City Council of the City of Tustin, California does hereby
resolve that the Classification and Compensation Plans of the City of Tustin, dated August 20,
1984, as previously amended, is hereby amended to adopt the revised classification
specification of Property and Evidence Technician and Property and Evidence Leadworker, as
outlined in the attached classification specification, and assign a new salary range of $3215 -
$3908 per month to the classification of Property & Evidence Leadworker
Passed and adopted at a regular meeting of the Tustin City Council held on the
19th day of November, 2001.

PROPERTY AND EVIDENCE LEADWORKER
Class specifications are only intended to present a descriptive summary of the range of duties and reSPonsibilities
associated with specified positions. Therefore, specifications ..m..av not include all duties performed by individuals
within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for
entry into the class and do not necessarily convey the qualifications of incumbents within the position.
DEFINITION:
Under general supervision (Technician) or direction (Leadworker), performs non-sworn support duties
related to the property and evidence functions on behalf of the Police Department including, but not
limited to, receiving, securing, maintaining and controlling police property, evidence and supplies;
performs related duties as required.
CLASS CHARACTERISTICS:
The Property and Evidence Leadworker performs the more difficult and complex duties and oversees the
functions of the wo~'k unit. The Property and Evidence Leadworker works with minimal direction except as
new or unusual circumstances arise to plan, prioritize, assign, and oversee the work of staff involved in a
variety of Property and Evidence functions. Independent judgment is required both in interpreting
established policies, goals, and objectives, and in applying concepts, plans and strategies which may
deviate from traditional methods and practices. The Property and Evidence Leadworker receives general
instruction regarding the scope and approach to projects or assignments.

The Property and Evidence Technician receives more direction on projects and assignments tend to be
more routine and limited in scope.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
These functions may not be present in all positions in multiple position classes. When a position is to be
filled, the ~equisite essential functions will be noted in the announcement of position availability.
Administers the property counter and assists callers and visitors by telephone and in person by
directing them to appropriate staff; answers questions and provides information within specific
guidelines.

Conducts (Property and Evidence Leadworker) or assists (Property and Evidence 'Technician)
monthly audit of Police Department equipment, and supplies; may recommend, monitor and
implement property and evidence inventory, management practices, and audit and purging
guidelines; performs or assists with physical inventory analysis.
Maintains inventory of equipment; researches pricing and specifications for new or replacement
department equipment and supplies; may coordinate the maintenance and repair of equipment.
Orders, issues and maintains Police Department forms, citations , badges and other supplies as
approved by supervision; monitors equipment contracts and expenditures; prepares invoices for
approval and payment within departmental budgetary guidelines.
· Coordinates the purging of property and evidence in accordance with legal statutes.

· Provides (Property and Evidence Leadworker) or assists (ProPerty and Evidence Technician) with
training regarding related property and evidence issues.
Maintains and implements biohazardous material destruction policies; coordinates and/or assists with
the preparation of the activity and inventory records for internal and state reports.
· Maintains and purges video system tapes; provides records of tapes as required.

Communicates with property owners, victims, vendors, court and legal representatives regarding
property and evidence questions; may testify in court proceedings.
Coordinates and/or assists with the inventory and issuing of uniforms, equipment, gear and related
supplies to sworn and non-sworn personnel as authorized by appropriate supervisor.
Coordinates and/or assists with the transportation of weapons, narcotics and other evidence for
physical analysis and/or court proceedings.
Coordinates and/or assists with auctions of recovered assets; coordinates and/or assists with General
Fund deposit and donation of unclaimed property.
Refers to manuals, documents and books including, but not limited to, California Penal Code, Vehicle
Code Book, Department of Justice Dangerous Weapons Book, Physicians Desk Reference, and the
Tustin Police Department General Orders, and Police Department and City policies and procedures.
Coordinates and/or assists with the preparation of a variety of correspondence and reports and/or
correspondence including monthly activity status report and year-end report to management.
Coordinates and/or assists with a variety of computer related tasks including data entry, word
processing and/or other specialized related programs; works on special projects as needed.
Coordinates property and evidence tasks with other departments; attends related meetings as
needed.
WORKING CONDITIONS:
Position must be able to lift a minimum of 40 lbs., be able to stand' for lengthy periods such as in taking
inventories and preparing for auctions, stooping and bending is required in normal stocking activities,
moderate exposure to dust and dirt inherent in storage facilities, and exposure to hazardous compounds
which may occur where drugs are stored or while handling items. Position requires sufficient hand/eye
coordination to perform semi-skilled repetitive movements, such as typing, filing, data entry, and/or use of
a personal .computer or other office equipment or supplies and operation of a motor vehicle.
QUALIFICATION GUIDELINES: (The following are minimal qualifications necessary for entry into the
classification)
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for acceptable job performance. Example combinations include'
High school graduation or general education degree (GED). Three years of experience (two
years for Technician) in law enforcement, records management, community services or a directly
related field. Course work or training in property and evidence management as sponsored by the
Peace Officers Standards and Training (POST) Commission is highly desirable.

KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to
perform essential duties of the position)
Knowledge of:
Auction and purchasing procedures; property and evidence management practices, and criminal
'evidence proceedings; 'laws, procedures, business and professional codes governing the
retention, disposition and destruction of evidence, property, controlled substances, prescription
and over the counter medicines and hazardous materials; Court procedures and local law
enforcement, judicial and regulatory agency practices; Penal Code; Rules of Evidence; Chain of
Possession; Occupational Safety and Health Act (OSHA) standards for handling evidence that
pertains to blood-borne pathogens, infectious diseases, and other body fluids; basic office
practices and departmental policy.
Ability to:
Effectively account for police property and evidence; order and maintain departmental weapons,
equipment and supply records; communicate effectively both orally and in writing; exercise
common sense and good judgment; understand basic legal papers, such as court orders,
adjudication from the courts and subpoenas; work independently in disposing of property
according to defined guidelines; organize and maintain control systems; safely organize, store
and retrieve guns, weapons, evidence and property; take proper photographs of evidence;
receive evidence and properly handle samples as needed; remain current with advancements in
the field; deal tactfully with the public and provide quality customer service.
Skill to:
Operate an office computer and a variety of word processing, data management and other
software applications. Operate a variety of police department and property and evidence
equipment as needed.
SPECIAL REQUIREMENTS:
Possession of a valid Class C California driver's license and a satisfactory driving record.
