APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE ANNUAL MAJOR MAINTENANCE
PROJECT, FY 2001-2002 (CIP NO. 7001), AND ANNUAL SIDEWALK, CURB
AND GUTTER REPAIR PROJECT, FY 2001-2002 (PROJECT NO. 402-6235)
SUMMARY
The Annual Major Maintenance Project and Annual Sidewalk, Curb and Gutter Repair Project will be
bid as one project this year. In the past these projects have been bid and constructed as two
separate projects. The Annual Major Maintenance portion of the project will repair and resurface or
slurry seal various streets throughout the City, as well as in portions of unincorporated Orange
County, where jurisdictional boundaries fall within the street paving limits. The Annual Sidewalk,
Curb and Gutter Repair portion of the project will include removal and replacement of sidewalk,
curb and gutter and drive aprons at various locations throughout the City. In addition, the sidewalk
project will install missing sections of sidewalk and access ramps to comply with the Federal
Americans with Disabilities Act (ADA).
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 01-112, approving the plans and
specifications for the Annual Major Maintenance Project, FY 2001-2002 (CIP 7001), and Annual
Sidewalk, Curb and Gutter Repair Project, FY 2001-2002 (Project No. 402-6235) and authorizing
and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2001-2002 Capital Improvement Project (CIP) budget provides the funding for all of the
various components in the Annual Major Maintenance Project (CIP No. 7001), including design,
construction and contract administration. The engineer's construction estimate for this portion of
work is $464,000.00. Reimbursements from the County of Orange will reduce overall project costs
by approximately $60,000.00. The City's Public Works Department/Engineering Division
Operating Budget provides the funding to cover all of the costs associated with the Annual
Sidewalk, Curb and Gutter Repair Project (Project No. 402-6235). The engineer's construction
estimate for this portion of work is $101,000.00. Both of these projects are part of the City's on-
going Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M funding. The
total engineer's construction cost estimate for both projects is $565,000.00.

DISCUSSION
In the past the Annual Major Maintenance Project and the Annual Sidewalk, Curb and Gutter
Repair Project have been bid and constructed as two separate projects. This year the two
projects have been combined to simplify the contract administration and to reduce duplication of
efforts in coordination of the two projects. Combining the two projects will reduce disruption in
certain areas where both projects have construction impacts and will facilitate coordination of the
two construction contracts.
The FY 2001-2002 Annual Major Maintenance Project consists of asphalt concrete repair,
resurfacing, crack routing and sealing, slurry seal and traffic striping and markings at various
locations throughout the City. These streets are predominantly within Zone 5 of the City's
Pavement Management System (PMS), which is the current phase of the maintenance cycle.

Zone 5 is bounded by the northerly City limits, State Route 55 Costa Mesa Freeway, Irvine
Boulevard and Prospect Avenue. A portion of Red Hill Avenue from Walnut Avenue to Nisson
Road, which was omitted from last year's project, will be slurry sealed as part of this year's
program.
Portions of yorba Street to be repaired are located within the unincorporated area of the County of
Orange. The County has committed to financial participation in the project through
reimbursements in proportion to the area of improvements within their jurisdiction. The estimated
reimbursement amount for the County portion of the work is $60,000.00. The actual
reimbursement amount will be determined based on the actual construction costs. The City is in
the process of finalizing the Cooperative Agreement with the County for this work.
The FY 2001-2002 Annual Sidewalk, Curb and Gutter Repair Project consists of removal and
replacement of sidewalk, curb and gutter, and drive aprons to correct tripping hazards at
approximately 140 locations throughout the City.
SOme of the areas identified for sidewalk replacement have been reconstructed during the last 5
years due to recurring damage from roots of adjacent parkway trees uplifting the sidewalk. With the
aid of a consultant Arborist, the Engineering Division has conducted a survey and evaluated
locations where tree roots are causing sidewalk damage. Some of the trees will be removed with the
FY 2001-2002 project. These trees will be replaced either in kind or with a species more suitable to
the parkway area available. The City's Tree Maintenance contractor will perform the tree removals
and replacements as managed by the Field Services Division. The Annual Sidewalk, and Curb and
Gutter Repair project for FY 2001-2002 will fund the tree removals and replacements.

The other major function of the Annual Sidewalk, Curb and Gutter Repair project is to provide a
means for addressing improvements throughout the City to comply with the ADA. These locations
are typically requested by citizens and/or are identified by City staff to provide for completion of
missing segments of sidewalk and curb ramps to improve disabled/pedestrian access.

A RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
ANNUAL MAJOR MAINTENANCE PROJECT, FY 2001-2002 (CIP NO.
7001), AND ANNUAL SIDEWALK, CURB AND GUTTER REPAIR
PROJECT, FY 2001-2002 (PROJECT NO. 402-6235), AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract for the construction of the Annual Major Maintenance
Project, FY 2001-2002 (CIP No. 7001), and the Annual Sidewalk, Curb and
Gutter Repair Project, FY 2001-2002 (Project No. 402-6235); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class i' Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and
specifications for:
Annual Major Maintenance .Project, FY 2001-2002 (CIP No. 7001), and
Annual Sidewalk, Curb and Gutter RePair Project, FY 2001-2002 (Project
No. 402-6235).
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt and sealed bids or
proposals, for the performance of the work specified in the aforesaid plans and
specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin held on the 3rd day of December 2001.
