APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS - NEWPORT AVENUE AND MAIN STREET
TRAFFIC SIGNAL MODIFICATION (ClP NO. 4061)
SUMMARY
This project provides for the modification and upgrade of existing traffic signal equipment at
Newport Avenue and Main Street. The project also includes the modification of curb ramps and
two pedestrian islands to meet the Federal Americans with Disabilities Act (ADA) requirements.
This project will provide fully protected left-turn phasing in the Main Street direction to reduce left-
turn related accidents at the intersection.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 01-114 approving plans and
specifications for the Newport Avenue and Main Street Traffic Signal Modification (CIP No. 4061),
and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
This project is funded by the City's FY 2001/2002 Capital Improvement Program (CIP) budget.
The engineer's construction estimate for this project is $147,000.00.
BACKGROUND AND DISCUSSION
The traffic signal at the noted intersection currently provides for protected left-turn phasing in the
north-south Newport Avenue direction only. Left-turn pockets are provided in the east-west Main
Street direction as storage areas for left-turning traffic; however, the left-turn movements are not
protected.
Due to an increase in congestion and left-turn related accidents, a review of the traffic conditions
at the Newport Avenue / Main Street intersection was conducted to evaluate operating conditions.
An accident analysis for the last three years determined that them were left-turn type accidents at
the intersection that could be eliminated with the installation of fully protected left-turn phasing in
the east-west Main Street direction.

Recent traffic counts at the subject intersection indicate that there is a heavy east-west left-turn
movement in the morning and evening peak hours..During the evening peak hour, eastbound left-
turning traffic backs out of the pocket and impedes the eastbound through traffic. The installation
of protected left-turn phasing in the east-west Main Street direction will help relieve the backup of
left-turning vehicles and reduce left-turn related accidents.
The project will include modifying the traffic signal system, upgrading the signal equipment,
installing protected left-turn phasing in the east-west Main Street direction, and modification of
curb ramps and two pedestrian islands to meet ADA requirements.

RESOLUTION NO. 01-11.4
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
NEWPORT AVENUE AND MAIN STREET TRAFFIC SIGNAL
MODIFICATION (CIP No. 4061)
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract for the construction of. the Newport Avenue and Main Street
Traffic Signal Modification project; and
WHEREAS, the City Engineer has presented plans and specifications for
the construction of said works; and
WHEREAS,. this project is categorically exempt from the requirements of
the California Environmental Quality Act: Class I: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
Newport Avenue and Main Street Traffic Signal Modification
(CIP No. 4061)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to adver[ise, as required by law, for the receipt of sealed bids or
proposals for the performance of the work specified in. the aforesaid plans and
specifications.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin held on the 3rd day of December 2001.
