SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF)
SUMMARY
In 1996, AB 3229 established the Citizen's Option for Public Safety '(COPS) and
required a special fund be established for these funds. The initial allocation of funds
was approved to fund the Gang Unit. Since that time, subsequent SLESF funds have
continued to partially fund the Gang Unit. In addition to the special fund, the Bill
requires .a public hearing. It further requires the funds be used for front-line law
enforcement services including equipment, anti-gang and community crime prevention
programs.
RECOMMENDATION

Open and close a Public Hearing.

Authorize usage of the funds as recommended by the Police Department.

BACKGROUND
Since its inception, the COPS/SLESF grant programs have been used to partially fund.
our Gang Unit and anti-gang crime prevention programs. The Gang Unit and the Police
Department anti-gang programs have been successful with a reduction of gang related
crime.
The Police Department is requesting subsequent funds received for fiscal year
2001/2002 in the amount of $138,527.00 be used to continue ongoing community crime
prevention programs focusing on anti-gang aCtivities. This would include the partial
funding of the Police Department's Gang Unit consisting of one sergeant and three
officers. As required, the Public Hearing Notice was published November 15, 2001.
