HUSTON, EXECUTIVE DIRECTOR REDEVELOPMENT AGENCY/PUBLIC WORKS DEPARTMENT APPROVAL OF AWARD OF CONTRACT FOR CONSTRUCTION OF THE OLD TOWN STREETSCAPE AND PEDESTRIAN ENHANCEMENT PROJECT (ClP NO. 7172) SUMMARY Bids for this project have been received and a construction contract is ready' to be awarded. The project provides for permanent installation of diagonal parking on El Camino Real between Sixth Street and First Street. The project includes the construction of raised end-islands with landscaping, Iow-level walls, decorative lighting, area signage and other streetscape enhancements on El Camino Real between Newport Avenue and First Street. The project also includes the construction of lighting and pedestrian enhancements in the public alley bordered by El Camino Real and Third Street. RECOMMENDATION It is recommended that the Community Redevelopment Agency approve the award of the construction contract for the Old Town Streetscape and Pedestrian Enhancement Project (CIP No. 7172) to Ecology Construction, Inc., of Canoga Park, California, the Iow bidder, in the amount of $1,375,660.80, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The City's Capital Improvement Program (CIP) budget for FY 2001-2002 provides $661,000.00 for the construction of this project, of which $150,000.00 is budgeted in the Tustin Community Redevelopment Agency Town Center Fund. However, due to an expansion in the scope of work for the project and the opportunity to provide additional amenities with minirnum disruption to the area, the construction bids resulted in a cost increase. Since the Iow bid is higher than the budgeted amount, additional funds are needed to finance this project. During evaluation of the construction bids it was determined that $727,786.10 of the Iow bid amount were electrical items and related work tasks can be funded through the Tustin Lighting District. Therefore, it is estimated that $544,492.90 in additional funds will be needed to cover the shortfall in the bid amount, along with the additional costs of construction administration/engineering support, inspection and testing, surveying and construction contingencies. The shortfall amount will be funded equally from the unappropriated fund balance of the Capital Improvement Fund and the City's Gas Tax Fund. A separate contract with Southern California Edison for the new installation and replacement of street lighting will be entered into at a later date. The references and the State Contractor's License for Ecology Construction, Inc., have been checked and are appropriate for the project. The construction of the Old Town Streetscape and Pedestrian Enhancernent Project is a key project for the Old Town Tustin downtown district. It is envisioned that this project will enhance and improve the pedestrian ambiance of the area. The existing street lights ~vithin the project area on El Camino Real and Main Street will be replaced with the "nostalgic style" light standards consistent with those currently on Main Street near "B" Street. This work will be done by and under separate contract with Southern California Edison concurrently with this project. Christine A.
