BEREFT, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE VALENCIA AVENUE, ARMSTRONG AVENUE, KENSINGTON PARK DRIVE, AND LANSDOWNE ROAD PAVEMENT FINISH SURFACE PROJECT (CIP NO. 7188) SUMMARY Construction of the Valencia Avenue, Armstrong Avenue, Kensington Park Drive, and Lansdowne Road Pavement Finish Surface Project (CIP No. 7188) has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 08-56 accepting the Valencia Avenue, Armstrong Avenue, Kensington Park Drive and Lansdowne Road Pavement Finish Surface Project (CIP No. 7188); and 2. Authorize the City Clerk to file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT The final construction cost for the Valencia Avenue, Armstrong Avenue, Kensington Park Drive, and Lansdowne Road Pavement Finish Surface Project (CIP No. 7188) is $927,284.54. The project was funded by the City's Capital Improvement Program (CIP No. 7188) budget. Project construction, along with design and construction management, has increased the City's infrastructure assets by approximately $953,513.16. Any increased infrastructure valuation amount will be added to the City's infrastructure inventory after final project accounting by the Finance Department as required by Statement 34 of the Governmental Accounting Standards Board (GASB 34). Draft final cost information is currently shown on the attached GASB 34 Infrastructure Inventory Valuation Forms. Acceptance of Public Improvements and Authorization to File the Notice of Completion for the Valencia Avenue, Armstrong Avenue, Kensington Park Drive, and Lansdowne Road Pavement Finish Surface Project (CIP No. 7188) October 7, 2008 Page 2 BACKGROUND AND DISCUSSION The Valencia Avenue, Armstrong Avenue, Kensington Park Drive, and Lansdowne Road Pavement Finish Surface Project (CIP No. 7188) was completed on September 16, 2008. All of the work for this project has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. Tim D. Serlet Director of Public Works/City Engineer Doug Anderson Transportation & Development Services Manager Attachments: Resolution No. 08-56 Location Exhibit S:\City Council Items\2008 Council Items\NOC Valencia Armstrong Finish Surface & Reso #08-56.docx RESOLUTION NO. 08-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE VALENCIA AVENUE, ARMSTRONG AVENUE, KENSINGTON PARK DRIVE, AND LANSDOWNE ROAD PAVEMENT FINISH SURFACE PROJECT (CIP NO. 7188) WHEREAS, Hardy & Harper, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Valencia Avenue, Armstrong Avenue, Kensington Park Drive, and Lansdowne Road Pavement Finish Surface Project (CIP No. 7188) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 7th day of October 2008.
