A RESOLUTION OF THE CITY OF TUSTIN
REGARDING STATE IMPOSED PROGRAMS
FOR LOCAL GOVERNMENT.
WHEREAS, recent State legislative proposals could, if Implemented
impose the acceptance of certain costs on local government, and
WHEREAS, the agencies of local government would have no discre-
tion in the implementation of these programs and did not request
'State involvement in regard to these programs, and
WHEREAS, the provisIon of funds to pay for the cost of Imple-
menting the State imposed programs would not be provided by the
State, and.
WHEREAS, it is the opinion of the City Council of the City
of Tustin that this imposition of programs with no local discretion
runs counter to all the princ~ples of home rule upon which the
governmental relationships in California are based, and that the
accepted constitutional limitations of the State have not been
clearly enough defined In this regard, and
WHEREAS, this practice of' imposing costs with no concern for
means of paying for these programs would have a crippling, effect on
local government and local taxpayers throughout the State~
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Tustin does go on record as opposing the principles and prac-
tice of an arbitrary imposition of costs upon agencies of local
government without providing for local requests for State assistance,
local determiniation on levels of services that f.all within the
purview of matters of home rule and without providing funding for
mandatory imposed programs
BE IT FURTHER RESOLVED that this resolution be forwarded to
each city and school district in Orange County and the League of
Calfornia Cities
BE IT FURTHER RESOLVED that the City of Tustin does encourage
other local governmental agencies to go on record as opposing the
imposition of costs on local government by the State without providing
for local discretion and/or State funding and that these agencies of
local government go on record as supporting a constitional amendment that
would more clearly define the role of the State in imposing programs
without providing for local discretion and/or funding of such
imposed programs by the State.
BE IT FURTHER RESOLVED that the entire membership of the

Calfornia League of California Cities assume its position of leadership
tn this matter and consider the development of such a constitutional
amendment at the League of California 'Cities Annual Conference in
September, 1969.
