The proposed project involves demolition of several unpermitted structures, including a bathroom, a storage room, a barbeque, andtwo patio covers. The project also includes installing new siding on the detached garage and installing a new garage door. In accordance with Ordinance No. 1001. which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building pen -nit for property located within a Cultural Resource District. The Community Development Department finds and determines as follows: A. The proposed work will not detrimentally alter, destroy or adversely affect the resource in that structures to be removed were unpermitted additions, are not visible from the street, and have not acquired significance on their own. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that the proposed project includes the demolition of multiple unpermitted structures not visible from the street and restoration of the detached garage to match the historic style of the main house. C. The proposed modifications will retain the essential elements which make the structure, site or feature culturally significant in that the proposed work involves removing unpermitted, non -historic structures and restoring the detached garage using materials that are consistent with the era in which the main structure was built All of the elements that make the main structure and site significant will be maintained. The proposed work is hereby approved, subject to the following conditions: 1. Prior to the start of any work, the applicant shall obtain any applicable building, plumbing, electrical, or other necessary permits and pay all applicable plan check and permit fees, 2. Replacement or repair of any part of the existing structure shall match the existing exterior materials, finish, and colors of the existing structure. 3. The property shall be subject to final building inspection to ensure consistency with plans approved and on file with the Citic. 4. The proposed work involves foundation repair and structural reinforcement. A building permit (1308-0054) and Certificate of Appropriateness stamp were issued for the project on April 3, 2008. Upon implementing the construction, additional structural deficiencies became apparent necessitating a revision to the plans which involve removing the existing chimney and fireplace as it is beyond structural repair. The fireplace and chimney will be replaced to match the existing one as closely as possible. In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. The structure is "non -rated" per the Tustin Historical Resources Survey. The Community Development Department finds and determines as follows: A. The proposed work conforms to the Municipal Code and any applicable design standards in that the proposed project meets zoning code requirements and the proposed exterior improvements reflect the original design and character of the building. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that: the proposed project will not change the square footage or footprint of the home and the appearance of the home will not be altered. Exterior improvements are as a result of structural deficiencies and will match the existing structure. C. The proposed work is harmonious with existing surroundings in that the proposed project is a replacement of an existing chimney and fireplace that match the existing structure in terms of materials and finishes, and will not conflict with the architectural style of other surrounding structures. MAIN STREET PROPOSAL: The property is improved with an "A" rated "Period Revival -Tudor' house per the Tustin Historical Resources Survey. The proposed project is a kitchen remodel, conversion of an existing bedroom into a den, and replacement of two exterior wooden windows with a single steel window. In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. The Community Development Department finds and determines as follows: A. The proposed work conforms to the Municipal Code and any applicable design standards in that the proposed work primarily involves interior remodeling which would not affect the building architecture or residential use. Exterior alteration consists of the replacement of two small windows with a single 4 feet 9 inches tall by 4 feet 8 inches wide steel window that is consistent with the architectural style and material of the existing windows on the house and is also consistent with the Tudor architectural style that consists of multi -paned narrow windows usually in bands of two or three. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that the proposed exterior window on the south elevation will have minimal visual impacts to the surrounding neighborhood because it is located at the rear of the property. In addition, the window design is consistent with the existing windows on the house and upholds the character defining features of the Period Revival -Tudor architectural style. C. The proposed project is a tenant improvement to the building that will not involve any expansion or change to the footprint of the building. Minimal exterior improvements will involve the removal and replacement of sections of aluminum storefront and glazing to very closely match the existing conditions. Translucent to opaque film will be used on various sections of the glazing to conceal fixtures and equipment. The building also contains many metal portions that will be refinished and painted. A new rooftop screen will be added to screen mechanical equipment on the roof that was previously exposed to view. A new trash enclosure will be constructed to meet the City's waste and recycling requirements. The parking lot will receive a new slurry -coat and re - striping. The proposed improvements will serve to enhance the site and are consistent with the existing design and character of the building.
