RESOLUTION 991
A RESOLUTON OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, EXPRESSING ITS POSITIION
RELATIVE TO ASSEMBLY BILL NO. 23, WHICH WOULD
REQUIRE THAT MEETINGS OF THE STATE LEGISLATURE
AND ITS COMMITTEES SHALL BE OPEN TO THE PUBLIC
WHEREAS for many years the p.rovision.s of the Brown Act
·
have required that legislative bodies of local government transact
business only at p%~blic meetings; and'

WHEREAS no similar statutory requirements have been
9 imposed upon the State Legislature, and it is free to conduct its
10 business in private; and .'
WHEREAS Assemblyman William Ketchum has introduced a

measure known as Assembly Bill No. 23, which would require the Legi
·
lature and its committees' to conduct their business in public, with
14 limited exceptions for executive sessions on personnel matters,
15 national security matters and party caucuses; and

WHEREAS it appears obvious that it is as much in the pub-
17 lic interest to require public action by the State Legislature as
18 it is to require such action by local government, and the same logic
19 and reasons apply equally to both,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Tustin that this City Council hereby respectfully requests
that the State Legislature consider the wisdom of making all public
meetin~ requirements applicable to all public bodies, including the
State Legislature, and that the State Legislature consider modifica-
~5 tion of all such existing requirements to more reasonable and work-
~6 able levels.
IT IS FURTHER RESOLVED that the City Clerk send copies
~8 of this Resolution to each legislator from Orange County.
