HomeMy WebLinkAbout06 AWARD GRAFFITI REMOVAL CONTRACT 10-21-08AGENDA REPORT MEETING DATE: OCTOBER 21, 2008 TO: WILLIAM HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: AWARD OF CONTRACT FOR GRAFFITI REMOVAL PROGRAM SUMMARY On August 5, 2008, the City Council authorized staff to advertise for bids for the graffiti removal program; therefore, the Community Development Department proceeded with a Notice to Invite Bids. Six timely bids were received. Graffiti Control Systems has provided professional and competent graffiti removal services in Tustin for the past sixteen (16) years and is the lowest responsible bidder; therefore, staff recommends that they be awarded the annual contract. RECOMMENDATION That the City Council authorize the Community Development Director to enter into a contract with Graffiti Control Systems for the removal of graffiti from public and private property. FISCAL IMPACT The total bid amount is $120,000; however, this contract is based on a per-job basis and the total cost may be greater or less than the bid amount. The graffiti removal program is funded by the Community Development Block Grant (CDBG) fiscal year 2008-2009 fund, the City's General Fund, and Redevelopment Agency Funds. The following summarizes the total number of graffiti abatement cases and cost over the past five (5) years: Fiscal Year No. of Cases Annual Cost FY 03-04 1, 095 $46,160 FY 04-05 1,411 $60,880 FY 05-06 2,340 $107,160 FY 06-07 3,502 $172,900 FY 07-08* 3,342 $174,260 * On August 7, 2008, the City Council adopted Ordinance 1338 amending TCC Section 5707 to require owners of utility boxes, poles, cable boxes, and similar structures on public property to remove graffiti on said structures within 48 hours or reimburse the City for graffiti removal costs. Since the Ordinance and associated implementation policies have not been in effect for an entire fiscal year, it is difficult to ascertain the fiscal benefit to the City. City Council Report Graffiti Removal Program October 21, 2008 Page 2 DISCUSSION For the past sixteen (16) years, the City of Tustin has managed a graffiti removal program. This program provides graffiti removal services to property owners at no cost within two working days from the time the graffiti is reported. To be eligible for the program, property owners must sign an authorization form to allow the City to remove graffiti from private property. For the past sixteen (16) years, the City contracted with Graffiti Control Systems to provide the removal service. The current contract expires in November 2008. On August 5, 2008, the City Council authorized staff to advertise for bids for the graffiti removal program. Advertisements regarding the bid invitation were printed in the Tustin News, and letters containing the Notice to Invite Bids were sent to seven local graffiti removal companies. For the purposes of drawing a comparison of bids, staff requested that the bids be formulated assuming 3,000 jobs (maximum graffiti removal size of 100 square feet per painting job or 40 square feet of water/sand blasting or chemical removal job). The contract establishes that the contractor will remove each graffiti occurrence on a per-job basis regardless of the number of occurrences. Graffiti Control Systems has provided graffiti removal services for the City of Tustin for the past sixteen (16) years. Their services have been completed professionally, and they have met established response times for graffiti removal. Overall, City staff has been satisfied with the performance of Graffiti Control Systems. Furthermore, staff has verified that the required contractor's licenses for Graffiti Control Systems remain current and active. The contract will provide for a maximum of four (4) one-year extensions (Fiscal Year 2009-2010 through Fiscal Year 2012-2013).
