RESOLUTION NO. 984 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE ACQUISITION BY THE CITY OF NECESSARY PROPERTY FOR A NORTH- BOUND OFF-RAMP FROM THE SANTA ANA FREEWAY AT NEWPORT AVENUE WITHIN THE CITY OF TUSTIN. off-ramp at the Santa Aha Freeway and Ne~port Avenue has been heard and subsequently denied by the California Highway Commission in April, 1960 and referred for further study in February, 1968; and . WHEREAS, the City Council of the City of Tustin has for some ten years, and does now still, desire that adequate access Tustin from the Santa Ana Freeway be provided; and ?~HEREAS, the only northbound access to the City from the. Santa Ana Freeway is at Red Hill Avenue; and WHEREAS, such limited access to the downtown Tustin area seriouslY effects residents, commercial properties, and the traveli ' public; and $'~IEREAS, the present and future growth of the community has further complicated the access and traffic movement to and within Tustin due to such limited freeway facilities; and WHEREAS, possibly prior determination as to the lack' of need for additional access was predicated on past population and traffic data which may no longer be applicable due to tho proviousl /.unanticipated explosive growth situation ~n Tustin; and WHEREAS, the City Council believes that a second off-ramp to the Tustin area is vital to the present and future economic viability of the community; NOW, THEREFORE, th~ City Council of the City of Tustin do. hereby resolve as follows: That the California Highway Commission and the State Division of Highways be and they are hereby commended for overall freeway development within the State; "6 9 10 11 14 15 16 17 18 19 ~0 21 24 ~5 26 28 29 ~0 · .~? "~":' 2') -That these Public agencies ~av'e strived to j'udiciousl consider freeway facilities in the best interest and needs of ~he ~ . public within the constraints of available resources; ~}- That the ¢£ty of Tustin desires to join with the Stat: in furthering the goals of improved services to the public; · 4) That Tustin is most sincere in this request., for an additional off-ramp and the City is therefore ready to financially ' ass'ist 'in this .project; ' · 5) That. the City intends to acquire all lands necessary for such an off-ramp and funds have been set aside in reserve for s.uch acquisition; 6) 'That the City, by acquiring the land, will share with the State., and support the State's freeway efforts in developing the Santa Ana Freeway at Newport Avenue in such a manner .as to cause long range community and State benefit; 7) That the City will commence proceedings to acquire th, necessary property immediately upon approval of this project, beforl development of private, non-freeway, building construction occurs oi the property; 8) That upon acquisition of the property by the City, the property will be deeded by the City of Tustin to the State for freeway off-ramp purposes, 9) And. that the City. is not r~questing prior-lty of con- struction of the off-ramp, only approval of the project for con- struction at some reasonable future date, in coordination with othe needed construction in Orange County as may be developed and approv, by the Santa Ana Freeway Coordinating Committee; PASSED AND ADOPTED at a regular meeting of the City Counc of the City of Tustin held on the 17th day of February, 1969 ~2 ROTJRKE & HOt-BROOK &'i"I'ORNEY$ AT LAW ~::ROCK£R-ClTIZENS · &NK BUll.
