Design Review (DR) 08-008
Dear Ms. Binsack,
NOV 10 2008
COMMUNITY DEVELOPMENT DEPT
I met with Ms. Linda Jennings on November 8th regarding the subject. We discussed our mutual
concerns of the CUP and DR. Both of us as members of the Tustin Conservancy have some
serious reservations concerning the CUP Application Presentation by Mr. Ferguson.
want to set forth our personal concerns as individuals. Linda indicated that she could not speak
(at our Saturday meeting) for the Conservancy. I think she intends to poll the Conservancy
members and then speak for the Conservancy at a later date.
Our personal concerns, specifically regarding the CUP and Design, are as follows:
• As I understand, the CUP application is a response to an illegal parking issue
(Automobiles parked on earth). If this is so than why not simply suggest that the
drive be paved. This would create a legal parking condition.
• The Garage/Guest Room design is oversized (to much square footage) for the
function or use. If this is the case, then the design could be changed to a single story
structure.
A single story structure allows for many design motifs which would produce a
structure which is more compatible, and in context, with the existing Historical
Residence. If this is done then the project is also in context with the surrounding
Historic District.
l believe the site with setbacks is large enough to support a single story design.
• The details as indicated in the CUP are not consistent with the existing Historical
Residence. There should be an effort made to replicate the existing details, using
the materials and methods which are available in today's construction industry.
• The design, as presented in the CUP application is completely out of context with
the Historical character of "Old Town Tustin". All of us want to protect the
character as an asset of the City of Tustin.
• The City of Tustin Guidelines were specifically drafted and approved to prevent
design and construction of this type. I believe that the Design Review should deny
approval of this project until significant changes have been made in the design.
do not know the s ecific reasons for Mr. Ferguson's CUP application, but if parking is
the reason, then installing a paved driveway seems to be the easiest solution to the
problem. This one change results in less time, concern, angst, etc. for the city, the
applicant, and the Conservancy.
Thank you for your consideration of the above.
Sincerely,
i liam L. Hockenberry
