SHINGLETON, ASSISTANT CITY MANAGER SUBJECT: APPROPRIATION OF FUNDS FOR ADDITIVE DEMOLITION WORK IN CONJUNCTION WITH ON-GOING DEMOLITION AND REMOVAL OF BUILDINGS AND STRUCTURES ON FUTURE TUSTIN LEGACY PARK SITE (CIP NO. 2043) SUMMARY Building and structure demolition is being completed at the Future Tustin Legacy Park site (CIP No. 2043) and appropriating additional funds for Additive demolition work at this time would maximize City and contractor resources. RECOMMENDATION It is recommended that the City Council transfer $47,630.00 from the Tustin Legacy Enterprise Fund (Fund 18) to the Tustin Legacy Park CIP Project Fund (2043). FISCAL IMPACT The on-going demolition and removal work of buildings and structures on the future Tustin Legacy Park site is funded in part by Tustin Legacy Park CIP Project Fund (2043) and in part by the Tustin Legacy Enterprise Fund (Fund 18). The cost of the additive work is $47,630.00, which is 30% of the total amount of the existing contract, and would be funded by the Tustin Legacy Enterprise Fund (Fund 18). BACKGROUND The City Council awarded the construction contract to Wreck Age Demolition, Inc. on September 2, 2008 for the Demolition and Removal of Buildings and Structures on Future Tustin Legacy Park Site (CIP No. 2043). Work commenced on October 15, 2008 and is currently on-going. During construction it was determined that issuing achange-work order for certain related additive demolition and removal activities, for work that would occur during future grading activities, could occur while the current contractor is still mobilized in order to maximize City and contractor resources, and to eliminate public health and safety hazards that were discovered on the site during construction . The additive Items will consist of demolition and removal of a number of remaining foundations and concrete slabs for demolished buildings (93, 145, 146, 150, 163, 164, 202, 216, 221, C3, and C4), 14 existing wood utility posts and associated equipment, various railroad ties located throughout the property, chain-link fence enclosures around two baseball fields and at-grade masonry walls and slabs which pose a threat to the public health and safety and aesthetic appearance of the site until future community park construction can Appropriate Funds for Additive Demolition and Removal of Structures on Future Tustin Legacy Park Site (CIP No. 2043) December 2, 2008 Page 2 proceed. In conjunction with demolition and removal of the utility posts is removal of five pole- mounted transformers and two pad-mounted utility boxes all containing unknown amounts of hazardous material requiring special disposal. As such, the cost of all demolition and removal, excluding the transformers, is $38,300.00, and without knowing all costs associated with hazardous material testing, handling, and disposal, the transformer removal costs could be as low as $1,500.00 or as high as $5,000.00; therefore, including a 10% contingency the total appropriation amount is $47,630.00. Wreck Age Demolition, Inc. continues to complete the demolition and removal work within the established schedule of work and maintains the site in a clean and orderly manner. ris ine A.
