BEREFT, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE NEWPORT AVENUE MEDIAN MODIFICATIONS AT ANDREWS STREET AND MAIN STREET (CIP NO. 4072); THE ANNUAL MAJOR PAVEMENT MAINTENANCE PROJECT, FY 2008-2009 (CIP NO. 7001); AND THE ANNUAL SIDEWALK REPAIR PROJECT, FY 2008-2009 (PROJECT NO. 402-6235) SUMMARY The plans and specifications for the Newport Avenue Median Modifications at Andrews Street and Main Street (CIP No. 4072); the Annual Major Pavement Maintenance Project, FY 2008- 2009 (CIP No. 7001); and the Annual Sidewalk Repair Project, FY 2008-2009 (Project No. 402- 6235) have been prepared and the projects are now ready to be bid. The projects have been determined to be categorically exempt under the California Environmental Quality Act (CEQA) and notices of exemption will be recorded following City Council approval of the plans. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 08-82, approving the plans and specifications for the Newport Avenue Median Modifications at Andrews Street and Main Street (CIP No. 4072); the Annual Major Pavement Maintenance Project, FY 2008-2009 (CIP 7001); and the Annual Sidewalk Repair Project, FY 2008-2009 (Project No. 402-6235); and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2008-2009 Capital Improvement Program (CIP) Budget provides $200,000 for the Newport Avenue Median Modifications at Andrews Street and Main Street (CIP No. 4072) and $1,560,000 for the Annual Major Pavement Maintenance Project (CIP No. 7001). The Public Works Department/Engineering Division Operating Budget provides $225,000 for the Annual Sidewalk Repair Project (Project No. 402-6235). The three projects are part of the City's on- going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M funding. DISCUSSION The subject projects are combined into one bid package to simplify the contract administration process and reduce duplication of effort in coordination between the projects.. Combining these projects also reduces disruption in the areas where the projects have construction impacts. Approval of Plans and Specifications and Authorization to Advertise for Bids for the Newport Avenue Median Modifications at Andrews Street and Main Street (CIP No. 4072); the Annual Major Pavement Maintenance Project, FY 2008-2009 (CIP No. 7001); and the Annual Sidewalk Repair Project, FY 2008-2009 (Project No. 402-6235) December 2, 2008 Page 2 The proposed Newport Avenue Median Modifications at Andrews Street and Main Street provide for the installation of a continuous raised center median on Newport Avenue from north of San Juan Street to Main Street. The new configuration will provide additional capacity for vehicles turning. left from northbound Newport Avenue to westbound Main Street. Under this new median configuration, left turns at the Newport Avenue/Andrews Street intersection will no longer be allowed. Also, a portion of the raised median on the north side of Newport Avenue will be realigned. The new median configurations will be sufficient to allow six lanes of traffic on Newport Avenue. This work also includes modifications to the existing traffic signal at Newport Avenue and Main Street necessitated by the median adjustments. The FY 2008-2009 Annual Major Pavement Maintenance Project consists of asphalt concrete repair, slurry sealing, crack routing and sealing, and traffic striping and markings. This year's current phase of the street maintenance cycle is for streets within Zone 4 of the City's Pavement Management System. Zone 4 (see attached) is generally bounded by Newport Avenue on the west; EI Camino Real on the north; Edinger Avenue on the south; and Tustin Ranch Road on the east. The project also includes minor pavement repairs within the City's Public Works maintenance yard. Additionally, the bridge deck on Jamboree Road over the railroad will be repaired and sealed, as recommended in the most recent Caltrans bridge inspection report. The FY 2008-2009 Annual Sidewalk Repair Project focuses on removal and replacement of damaged sidewalk to correct tripping hazards at approximately 150 locations throughout the City. The Engineering Division has conducted a survey and evaluated locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of the same species, or with a species more suitable to the parkway area. The Project will fund the tree removals and replacements. The other major function of the Annual Sidewalk Repair Project is to provide a means for addressing improvements throughout the City to comply with the federal Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access. Notices of Exemption have been prepared for the projects, and will be recorded with the County of Orange following City Council approval of the plans. Ti .
