WILSON, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AUTHORIZATION TO PURCHASE CAMINO REAL PARK PLAYGROUND EQUIPMENT (CIP NO. 2059) THROUGH THE GENERAL SERVICES DEPARTMENT OF THE STATE OF CALIFORNIA SUMMARY: Approval of Resolution No. 08-84 will authorize the City of Tustin to purchase new playground equipment for Camino Real Park utilizing the California Multiple Award Schedule. RECOMMENDATION: Staff recommends that the City Council approve Resolution No. 08-84, authorizing the General Services Department of the State of California to purchase new playground equipment for Camino Real Park on behalf of the City of Tustin. FISCAL IMPACT: Including installation and site work, the total estimated cost for the project is $140,000. Approximately 70% ($98,000) of this total will be funded through a State of California grant. The remainder will be funded with Park Development funds. DISCUSSION: In 2000, California voters approved Proposition 12 -the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act. This bond provided funding to California cities through a variety of reimbursement grant programs, one of which is the Roberti-Z'berg-Harris Block Grant Program. Parks and Recreation Department staff has worked with State officials to secure this funding for the Camino Real playground project. However, grant requirements stipulate that all projects must be completed by March 31, 2009. In order to expedite this project, staff approached four playground manufacturers that are certified under the California Multiple Awards Schedules (CMAS) program. Each was asked to submit a conceptual proposal featuring equipment that will maximize the existing park footprint and provide for a large variety of playability options suitable for children ages 2-12 years . Page 2 At their November 19, 2008 meeting, the Community Services Commission reviewed the four proposals submitted and preferred the concept from Innovative Playgrounds/BCI Burke Company, LLC. Their equipment was recommended by the Commission to replace the existing play structure at Camino Real Park due to its creative design, play value, and fit within the surrounding neighborhood. Approval of the attached resolution allows the City to utilize the State's purchasing r ram to obtain his layground equipment at a lower cost than the City could obtain -nit own. ti ,~ 3 _ 19~id A. Wilson Director, Parks and Recreation Services Attachment: City Council Resolution No. 08-84 1 2 3 4 5 6 7 a 9 to 11 12 13 14 15 16 17 la 19 20 21 22 23 24 25 RESOLUTION NO. 08-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS WHEREAS, the City has need to purchase various material, supplies and equipment in order to conduct the operations of the City; and WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the State of California to purchase materials, supplies and equipment if it can be acquired more cheaply or efficiently by the State; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize the Procurement Division, Department of General Services of the State of California to purchase Innovative Playgrounds/BCI Burke Company, LLC playground equipment to accommodate children aged two to twelve years for and on behalf of the City of Tustin pursuant to Section 10324 of the California Public Contract Code, and that Mr. William A. Huston, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for an on behalf of the City of Tustin PASSED AND ADOPTED by the City Council of the City of Tustin at a regular meeting held on the 2"d day of December 2008.
