Attached for the Planning Commission's information is a copy of the only Certificate of
Appropriateness, indicating the address and type of Old Tow project, approved by the
Community Development Department from October 14, 2008, through December 9,
2008.

The property is improved with a detached single family residential, "C" rated
structure in the Spanish Colonial Revival style per the City of Tustin Historical
Resources Survey. The proposed work involves the installation of fifteen (15) roof-
mounted photovoltaic modules and associated equipment located on the detached
accessory garage. The detached garage is located towards the rear of the property
and the photovoltaic system would be mounted on the south facing roof elevation
which is oriented towards interior parcels. City records indicate that the detached
garage structure was built in 1978 and the garage is not mentioned within the City
of Tustin Historical Resources Survey.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the
Tustin City Council, the Community Development Director has the authority to
approve, approve with conditions, or deny Certificates of Appropriateness for
improvements requiring a City building permit for property located within a Cultural
Resource District.
The Community Development Department finds and determines as follows:
A. The proposed work conforms to the Municipal Code and any applicable
design standards in that the proposed project meets zoning code
requirements and the proposed photovoltaic panels are mounted in-line with
the slope of the roof.
B. The proposed work does not adversely affect the character of the District or
Designated Cultural Resources within the District in that: the proposed
photovoltaic system is not located on the historically designated main
dwelling unit.
C. The proposed work is harmonious with existing surroundings in that the
proposed photovoltaic panels are consistent with the slope of the roof and
would be located towards the rear of the property on a roof elevation which
faces interior property lines. The proposed system would be screened from
the public right-of-way by the main unit, adjacent properties, and trees.

The proposed work is hereby approved, subject to the following conditions:
1. Prior to the start of any work, the applicant shall obtain a building permit and
pay all applicable plan check and permit fees.
2. Prior to project final and occupancy, field inspection shall be conducted to
verify consistency with the approved set of plans.
