ATTEST: TY C RK �- COUNCIL Subject: CITY PARTICIPATION IN COMMUNITY PROMOTION PURPOSE POLICY -=*- Policy No: 80-2 Resolution No: 866 Date: 3/6/67 Page: of 1 To establish the City's responsibility in promotion of the community and to outline procedures to be followed in the application of such policy. POLICY The promotion of the City is an important function of municipal government. Membership in various governmental, civic, and other appropriate organizations; contributions for City-wide benefit; advertising the City of Tustin; participation in community events; and the general promotion of commercial, industrial and residential development within the community are proper activities of the City. However, such activities will only be conducted within the scope of funds available for such purposes. PROCEDURE 1. The City's ability to assist may often be restricted to those regular services that the City usually provides, with special application for a particular promotion. 2. Under normal circumstances, total City contribution for any purpose or activity, such as parades, celebrations, etc., will take the form of City forces performing services such as police protection, barricading, street sweeping, etc. in connection with the particular community promotion. 3. Under extraordinary or unusual circumstances, as may be determined by the City Council, monetary disbursements will be considered under the following procedures: A. Funds for normal City promotion activities will be submitted by the City Administrator for consideration by the City Council for inclusion in the Annual Budget of the City. B. Outside organizations may request the City to participate in community promotion activities. Such requests also should be submitted annually to coincide with preparation of the Budget. C. Unanticipated expenditures throughout the year must first be approved by the City Council. Sufficient reserve City funds must be available for these purposes.
