RESOLUTION NO. 853 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING COUNCIL POLICY NO. 70-4, RELATIVE TO ADOPTION OF WARRANTS FOR EMPLOYMENT OF SCHOOL CROSSING GUARDS; AND COUNCIL POLICY NO. 90-2, RELATIVE TO ADOPTION OF DEADLINES FOR SUBMISSION OF ITEMS FOR THE CITY COUNCIL AGENDA. does hereby resolve as follows- The City Council of the City of Tustin, California, 10 11 12 13 14 15 16 17 18 19 2O 21 2~ ~5 26 ~? 3O 31 That Council Policy No. 70-4, adopting warrants for employment of school crossing guards, a copy of which is attached hereto and marked Exhibit A and incorporated herein by this reference, is hereby approved and adopted and incorporated in the Council Policy Manual; and That Council Policy No. 90-2, adopting deadlines for submission of items for the City Council Agenda, a copy of· , by this reference, is hereby approved and adopted and incorporatedi which is attached hereto marked Exhibit B and incorporated herein in the Council Policy Manual. No' 853 i Page' 1 ' POLICY School crossing guards are to keep pedestrians from crossing the street until vehicular traffic is safely stopped, and then keep vehicular traffic stopped while the pedestrians are crossing the street. Only those intersections meeting specific warrants should be considered for school crossing guards. The minimum warrants contained herein are used by many cities and the Orange County Road Department, and have general acceptance as factors to be analyzed to determine where school crossing guards should be employed. It. is the policy of the City Council that the employment of school crossing guards shall be in accordance with the following minimum warrants, and that such measurements and computations as may be required in determining the warrants shall be the responsibility of the City Traffic Engineer. .Warrant for school crossing guard is adequate if any one of the following items is satisfied: 1. AVERAGE GAP TIME IN SECONDS. (Satisfied when average time of at least 30 gaps in traffic is 16 seconds or less and curb to curb distance is not greater than 64' and a minimum of 25 children cross the street in one hour.) 2. AVERAGE TIME IN SECONDS BETWEEN ABOVE GAPS (Satisfied when average time between gaps is 60 seconds or longer and a minimum of 25 children cross the street in one hour) 3. TRAFFIC VOLUME IN THOUSANDS O~~ VEHICLES PER HOUR ON THE STREET WHILE IT IS BEING CROSSED MULTIPLIED BY THE NUMBER OF 'CHILDREN CROSSING ON THEIR WAY TO OR FROM SCHOOL. '.; II POLICY ',I This policy, shall be followed by all City employees, Commissions, agencies, and the public. PROCEDURE 1. Applications requiring the holding of a public hearing (Ordinance amendments, appeals from Commission decisions) A. Said applications require that a notice of public hearing be pu'b"Lished once in a newspaper of general circulation published and circulated 'in the City, at least ten (10) days prior to the public hearing. B. The appropriate forms shall be obtained from the City Clerk, filled out, and submitted, along with the necessary supporting documents and filing fee, to the City Clerk by twelve o"clock (12:00) Noon, on the eighteenth (18th) day preceding the date of the regularly scheduled Council meeting at which the application will be heard. C. The regular meetings of the City-Council are held on the first and third Mondays of each month. 2. Applications not requiring the holding of a public hearing A. All agenda items not requiring a pqblic hearing shall be submitted to the City Clerk not later than 5:00 P.M. on the Wednesday prior to the date of the regularly scheduled Council meeting. B.
