AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
5 OF TUSTIN, CALIFORNIA ESTABLISHING AND PRESCRIBING
NO PARKING ZONES ON PORTIONS OF FIRST STREET,
4 IRVINE BOULEVARD AND YORBA STREETS.

The City Council of the City of Tustin hereby finds and
6 determines as follows:
7 WHEREAS, the City Council recognizes, finds and
determines that the City of Tustin has heretofore entered
8 into an Agreement with the Department of Transportation of
the State of California for improvements to City streets to
9 be impacted by the reconstruction of the I-5/SR55
interchange; and

WHEREAS, the reconstruction of the I-5/SR55 interchange
11 will concurrently involve the reconstruction of the Irvine
Boulevard bridge over SR55 and the reconstruction of the
12 First Street bridge over SR55 during which said
reconstruction the said Irvine bridge will be closed for one
13 year and the said First Street bridge will be closed for one
year (not concurrently); ~nd

WHEREAS, the intent of the improvements..which are the
15 subject of the aforesaid Agreement with the Department o5
Transportation is to mitigate vehicular circulation
16 congestion on First Street, Irvine Boulevard and Yorba
Street during the aforesaid.period of reconstruction; and
WHEREAS, the proposed improvements to mitigate
18 vehicular circulation congestion through these streets
during the construction period are to include include:

A. Dual left turns at intersections.
20 B. Protected right turns.
C. Signal phasing adjustments.
21 D. Increased highway capacity by elimination of
on-street parking on portions of said streets.
NOW, THEREFORE, the City Council of the City of Tustin,
23 California does hereby ordain as follows:
24 1. On-street parking shall be prohibited on the
portions of streets described hereinbelow during the periods
25 set forth hereinbelow and the City Engineer is hereby
authorized and directed to p~ace red curb markings on those
26 portions of the streets described hereinbelow and to post no
parking signs at appropriate intervals and places on those
27 portions of the streets described hereinbelow.

1 2. The portions of streets-upon which parking shall
be prohibited are as follows:
A. First Street: Between the westerly City limit
3 of Tustin, easterly to one hundred and fifty feet (150)
easterly of the easterly right of way line of Mountain View
4 Drive.
5 B. Irvine Boulevard: On the northerly side of
the street from the westerly City limit of Tustin to the
6 westerly right of way line of Prospect Avenue and on the
southerly side of the steet from the westerly City limit of
7 Tustin to one thousand feet (1,000') easterly of the
easterly right of way line of Prospect Avenue.

C. Yorba Street: From northerly right of way
9 line of First Street to the southerly right-of-way line of
Irvine Boulevard.

3. The hereinabove described no-parking restrictions
11 shall be in effect from approximately January 1, 1990 to
January 1, 1992, with the City Engineer hereby authorized
12 and directed to cause the said curbs to be painted and signs
to be placed as described hereinabove within thirty (30)
13 days of the date when construction is to begin upon the
reconstruction of either of the hereinabove described
14 bridges and to remain in place until both of said bridges
have been reconstructed and opened for traffic, at which
15 time the City Engineer is authorized and directed to remove
the red curb paint and signs prescribed hereinabove, each
16 without further authorization or direction from the City
Council.

of Tustin, California, does hereby certify that the whole number of the
members of the City Council of the City of Tustin is five; that the above
and foregoing Ordinance No. 1028 was duly and regularly introduced and read
at a regular meeting of the City Council held on the 21st day of Auqust~
1989, and was given its second reading and duly passed and adopted at an
adjdourned regular meeting held on the 5th day of September, 1989, by the
following vote:
