RESOLUTION NO. 843
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ADOPTING COUNCIL POLICY NO.
30-1, RELATIVE TO ADOPTION OF SERVICE STATION
STANDARD MINIMUM SITE DEVELOPMENT GUIDE.
The City Council of the City of Tustin, California, does
hereby resolve as follows:
That Council Policy No. 30-1, adopting service station
· minimum site development guide, a copy of which is attached hereto
marked Exhibit A and incorporated herein by this reference, is
hereby approved and adopted and inCorporated in the Council Policy
Nanual.
PASSED AND ADOPTED at a regular meeting of the City
Council, held on the 31st day of October, 1966.

PURPOSE
1. To establish policies, regulations and procedures

ii 1. Zoning- Service Stations are permitted in the C-I, C-2,
I ' C-3 and M Districts subject to the granting of a Use Permit
therefor.
2. Architectural Review - preliminary plans, including plot
plan, elevations and landscaping, must be approved prior to
il the issuance of a Building Permit.
DE_F_INITION ..
A SERVICE STATION' shall mean an occupancy which primarily provides
for the sale of motor fuels, but also supplies the servicing and
operations incident&l to motor vehicles rated at one and one-~.half
(1½) tons or less. These incidental services include the retail
sale of petroleum products and automotive accessories; automobile.
washing (by hand); waxing and polishing of automobiles; the sale
and repair of tires (excluding recapping); battery service;
cleaning and flushing of radiators (excluding steam cleaning' and
repair); and the installation of accessory components. Also,
the following operations are permitted if conducted within a
building: lubrication of motor vehicles
service limited, to servicing and replacement of brake cylinders
and brake shoes; wheel balancing; and the testing, adjustment
and replacement of carburetors, coils, condensers, distributor
caps, fan belts, filters, generators, points, rotors, spark plugs,
voltage regulators, Water hoses and wiring. The performance of
minor emergency repairs is allowed for vehicles of one and one-half
(1%) tons or less.
1. The operation and display of merchandise shall be within
an approved structure, except those directly 'required for
the dispensing of gasoline, .oil, and water and air.

2. The storage of permanently disabled, junk or wrecked auto-
mobiles shall not be permitted. Further, no used or discarded
automotive parts or equipment may be located outside of the
building except within the designated trash Storage area.

is prohibited, except tow trucks, pick-up trucks and smali
vans incidental to the service station use. The storage
of rental trailers is permitted, provided said trailers are
.adequately screened from view, and said storage of rental
trailers is specifically covered in the Use Permit.

Spe_cific Standards
Plans and Elevations
1. Preliminary plot plan and elevations must be submitted at
the time of filing for a Use Permit. This plan is to show
the location of al___l structures to be placed on the site.
2. Prior to the issuance of a building permit, two complete
sets of working drawings must be submitted for review by
the Architectural Committee. These plans are to include
structure elevations and detailed plot plan (including
landscaping). Upon approval by the Architectural
Committee, building permits may be issued, subject to the

requirements of other City departments.
Signs (also see Ordinance No. 305)
General Notes:
1. '.The aggregate of all ground, roof and attached signs
established by and located on a given street frontage for
each business, shall not exceed an area equal to two
(2) square' feet for each lineal foot of frontage of each
business and area of copy shall not exceed thirty (30)
percent of the background area of the sign; provided,
however, that automobile service stations shall be exempt
from this requirement.

2. Businesses located within two hundred (200) feet of a
freeway off-ramp may exceed the stated h~ight and size
limitations of this. Ordinance, subject to the approval
of a Use Permit. '

One (1) sign-_For each parcel separately owned and
developed if said development is not a comple as
defined in Section 6' 10.
Area: Ground signs shall not exceed an area of two (2)
squa--re-feet for each lineal foot of frontage abutting
a street, with a maximum allowance of one hundred fifty
(150) square feet.

thirty (30) feet said sign is separated from residential
districts, not to exceed thirty-five (35) feet.

One (1) sign not to exceed ten (10) feet above roof

Ail roof signs are subject to the granting of a Use

3. Ground Sign (Price Copy or Changeable Copy)
One sign not to exceed eighteen (18) square feet or
height of five (5) feet.

Landscaping ii
Landscaping is required under City regulation to conceal,
screen, buffer, absorb, separate and to beautify, and. in the
landscaping process, develop an attractive outdoor environment!~
In the way of illustration, landscaping may prove very
instrumental to accomplish the following-

with such visual variety as plantings, walls, fences,
fountains; or it may be broken into sections by
changing levels.

Standards:
A Planter areas shall be constructed as shown on the Site ,i .:
Development Standard and equipped with ir..riqatj..on
facilit, ies. A landscape plan must be submitted, for
approval'by the Architectural Co~mittee prior to the .
issuance of.a building permit. This plan shall show the
type, size and location of all trees and plants. I.
B. Tree wells must be provided as shown in the Site Develop-
ment Standards. A five gallon tree is recommended for
each tree well. The type of tree shall be selected from the
.Official Street Tree List of the City of Tustin.
C. The landscape standards indicated herein are minimum.
The developer is encouraged to increase the area devoted
to landscaping as much as possible, to include planting
areas immediately adjacent to the building itself. A
minimum of 5% of the land area shall, be landscaped with
s_u_i~__ab.l_e~la-~t~, tr--~es and s---~ubs.
Parking:
1. A minimum of one (1) parking space shall be provided for
each one thousand (i000) square feet of total lot area.

Trash Storage

Accessory Buildings

Submitted plans are to be reviewed and approved by the
Architectural Committee to insure compliance with the
standards herein set forth.
Buildings for :.,the storage of accessory goods to be sold at
retail on the site, such as tires, tubes, waxes, etc.,
shall be permitted provided said buildings are architecturally
harmonious with the design of the main structure and that
said buildings are specifically approved in the Use Permit.
The Committee will be interested in the exterior treatment
of the structures and the surrounding grounds to encourage
compatibility with existing or anticipated development in the
neighborhood.
