PURPOSE 1. ,TO establish a Council Policy Manual setting for and identifying those policies of the City Counci which are not normally contained in Ordinances, Resolutions, and other legislation of the City, which are restated to further clarify Council intent. 2. To consolidate adopted policies of the City Coun- cil and to make such policies readily available all concerned. The City Clerk shall maintain for public inspection at least three copies of said Counc£1 Policy Manual in the City Hall. POLICY 1. All policies which are to be included in the Ma will be adopted by Resolution. One or more poli- cies may be included in any one Resolution. 2. All policies will be stated as briefly as possibl to insure clarity_and understanding. 3. All policies will be written by or at the direc of the City Administrator, to be adopted by the City Council. Policies to be submitted to the Council may be recommended by members of the cil, Commissions, officers of the City and other interested parties. 4. Policies, once established and contained herein, will be available for use by officers and emp of the City, and all other persons affected by. such policies. C. PROCEDURE 1o The City Administrator is hereby directed to establish a Council Policy Manual. 2.
