A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, CALLING AND GIVING NOTICE OF
THE HOLDING OF A SPECIAL MUNICIPAL ELECTION TO
BE HELD IN SAID CITY ON TUESDAY, THE 12th DAY OF
MAY, 1964, FOR THE SUBMISSION TO TItE QUALIFIED
ELECTORS OF THE CITY OF THREE ORDINANCES RELATING
TO ZONING, PURSUANT TO REFERENDUM PROCEEDURES,
AND ONE ORDINANCE RELATING TO ZONING, PURSUANT
TO INITIATIVE PROCEEDINGS.
WHEREAS, certain referendum petitions .have been presented
to the City Council of the City of Tustin, California; and
WHEREAS, pursuant to the laws relating to municipal
initiative and referendum matters, a special election should be
called for the submission to the qualified electors of the City of
certain Ordinances relating to zoning.

NOW Tt{EREFORE, the City Council of the City of Tustin,.
California, does hereby resolve, declared, determine and order as
fo llow s:
Section 1: Pursuant to the requirements of the laws of
the State of California relating to general law cities within said
state, and to initiative and referendum proceedings within said
general law cities, there shall be, and there is hereby ca led and
ordered held in the City of Tustin, California., on Tuesday, the
12th day of May, 1964, a special general election of the qualified
electors of said City, and the City Council, pursuant to its rights
and authority to so do, does hereby determine thattthere shall be
and there is hereby ordered submitted to said qualified electors of
said City at said special general municipal election the following

Said Ordinance states as follows:
AN INTERIM ORDINANCE OF THE CITY OF TUSTIN TEMPO~RILY
ZONING CERTAIN TERRITORY AS R-1 AND PROVIDING FOR AN
INTERIM SUSPENSION OF CERTAIN PROVISIONS OF THE ZONING
ORDINANCE OF THE' CITY OF TUSTIN.
The City Council of the City of Tustin, does ordain as

Section 1. This ordinance is enacted as a temporary interim ordi-
nance pursuant to the provisions of Section 65806 of the Government
Code of the State of California.
Section 2. All territory now classified under the existing zoning
ordinance of the City of Tustin as R-2, R-3, R-4, PD, and U (du-
plexes, triplexes, multiple family dwellings, a!'~artments houses,
and unclassified for any use) are hereby rezoned and reclassified
as ~-l (single family dwelling) for the period provided for in the
ordinance.
Section 3. Section 4 of Ordimance 157 of the City of Tustin (Zoning
Ordinance) is hereby amended and the provisions covering R-2, R-3,
R-4, PD and U (duplexes, triplexes, multiple family dwellings,
apartment houses and unclassified territory) provided for in Sections
4.4, 4.5, 4.6, 4.12 and 4.15 thereof are repealed for the term
provided in this ordinance.
Section 4. The City Council has recently employed the~'~services of ~
Planning Director for the first time in the history of the City,
and the City Council has previously requested the Planning Commis-
sion and the Department of Planning to conduct hearings for the pur-
pose of recommending to the City Council the adoption of amendments
to the zoning ordinance respecting the problems of multiple housing
within the City of Tustin. The City Council finds and determines
that in order to properly discharge the Council's responsibilities
concerning the planning and development of the City and to protect
the public safety, health and welfare, this ordinance is necessary
as a temporary interim zoning ordinance prohibiting multiple h~using
uses which may be in conflict with the recommendations of the
Planning Commission or the Department of Planning.
Section 5- This ordinance shall be effective for a period of one
(1) year from the date of adoption thereof, and that unless e~tended
as provided by law, it shall be terminated on such date and all pr~-
visions of the other ordinances repealed hereby shall be reinstated
upon such termination.
S~ction 6. During the term of this ordinance, no duplexes, tri-
plexes, multiple familY dwellings or apartment houses shall be
authorized for construction either by zoning, b.~ use variance or
permit, or by any other act of the City or departments thereof.

AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
CHANGING FROM THE ttUtt TO THE "PD" ZONE THE
PROPERTY OF NEWPORT COLONIAL CORPORATION.
The City Council of the City of Tustin, 'California, does
ordain as follmas:
Section 1. The City Council finds and determines that a proper'
paalication (NO. Z.C. 63-126~ was .filed on behalf~of NEWPORT
COLONIAL CORPORATION for change of zone from the "U" Zone to the
"PD" Zone of the property described as:
Property in the State of California, County of Orange, described as:
The North 8 acres of Lot ."H" of the "Stafford and Tustin Tract", as
per map recorded in Book 2, Pages 618 and 619, Miscellanious Records
of Los Angeles County, California; and
The East 10 acres of the following:
Commencing at the Northwest corner of Lot "I" of the "Stafford and
Tustin Tract" as shown on a map thereof recorded in Book 2, pages
618 and 619, Miscellaneous records of Los Angeles County, California,
running thence South 67.25 rods to the land formerly owned by
Ed Abbott; thence East 48 rods; thence North 67.25 rods and thence
West to the point of beginning.
Section 2. The Planning Commission duly called, noticed, and held
a public hearing on said application, and recommended said zone
change to the City Council.
Section 3. The City Council duly called, noticed and held a public
hearing on said application on September 3, 1963.
Section 4. The City Council finds and determines that said re-
zoning is in the best interests of the subject property, adjacent
property and adjoinin~ uses, and is in harmony with the general plan
of the City of Tustin.
Section 5. The City Council hereby changes the aforesaid property to
the "PD" zone, and the zoning map of the City is hereby accordingly
amended.

Said Ordinance states as follows:
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
CHANGING FROM THE "U't ZONE TO THE ttpD" ZONE THE
PROPERTY OF MEURS.
The City Council of the City of Tustin, California, does
ordain as follows:
Section 1. The City Council finds and determines that a proper
application (No. Z.¢. 63-127) was filed on behalf of Meurs for
rezoning from the "U" to the "PD" zone the property dexcribed as:
Beginning at a point on the monumented center !~ne of Williams
Street, as shown on Stafford and ~ustSn Tract aa per a Map thereof
recorded in Book 2, Page 618 of Miscellaneous ~ecords of Los
Angeles County, Califo.r'nia, said poS_nt being 480.12 feet South of the
intersection of said monumented center line with the center line
of Main Street as shown on said Map; thence running South
89°53'15" west 828.50 feet to a point in the west line of Lot "H"
of said tract, said point being marked by' an iron pipe set in the
top of the irrigation pipe line; thence south 0033' east 569.80 feet
along said west line of Lot "H" to a cross in the top of said
irrigation pipe line; thence north 88°33'15'' east 830.76 feet to a
point in the said monumented center line of Williams Street, thence
north 0°46'15'' west along said monumented center line a distance of
565 feet to the point of beginning.
Section 2. The Planning Commission duly called, noticed, and held
a public hearing on said a'~plication, and recommended said change
of zone.
Section 3. The City Council duly called, noticed , and held a oublic

hearing on said application, on September 3, 1963.
Section 4, The City Council finds and determines that said zone
change is in the best interests of the subject property, adjacent
property, adjoining uses and is in harmony with the general plan
of the City.
Section 5. The aforesaid property is hereby changed to the "PD"
zone, and the zoning map of the City is hereby amended accordingly.
A cross ( ) placed in the voting square after the word
"YES" in the manner hereinbefore provided shall be counted in favor
of the adoption of the Ordinance. A cross ( ) placed in the voting
square after the word ~NO" in the manner hereinbefore provided shall
be counted against the adoption of the Ordinance.
Section 2; That the ballots to be used at said election
shall be, both as to form and matter contained therin, such as may
be required by law to be used thereat.
Section... 3: That the City Clerk of said City is hereby
authorized, instructed and directed to procure and furnish any and
all official ballots, notices, printed matter and all supplies,
equipment and paraphernalia that may be necessary in order to
properly and lawfully conduct said election.
Secti.on...4: That for the purpose of holding said special
general municipal election, there shall be and are hereby established
four (4) voting precincts consisting of consolidations of the regular
election precincts of the City of Tustin established for the holding
of State and County elections, as said regular election precincts
exist on the date of adoption of this Resolution. That the polling
places for the respective precincts shall be the places hereinafter
designated; that the persons hereinafter named, being comoetent and
qualified electors and residents of said City and of their Respective
voting precincts, are hereby appointed officers of election for
their respective voting precincts and they shall hold said election
and make return thereof in the manner provided by law.

named as election officers is hereby fixed at the sum of Eighteen
Dollars for each Inspector, and Fifteen Dollars for each Judge and
Clerk, for said election. The rental for each of such polling
places where a charge is made, shall be the sum of Twelve Dollard for
said election.

at seven o'clock A.M. of the date of said election and shall re~in
open continuously from said time until s~ven o'clock P.M. of the
same day, when said 'polls shall be closed, except as provided in
Section 14436 of the Elections Code of the State of California.
Section_ 7_: That in all particulars not recited in this
Resolution, said election shall be held and conducted as provided
by law for holding municipal elections in said City.
Section 8: That notice of the time and place of holding said
election is hereby given and the City Clerk is hereby authorized ,
instructed and directed to give such further or additional notice
of said election in time, form and manner as required by law.
Section. ~: That the City Clerk shall certify to the passage
and adoption of this Resolution; shall enter the same in the book of
original Resolutions of said City; and shall make a minute of the
passage and adoption thereof in the records of the proceedings of the
City Council of said City, in the minutes of the meeting at which
the same is passed and adopted.
