* The bid of Pro Tech Engineering Corporation was determined to be non-responsive
because the contractor held only a C-10 (Electrical) license at the time bids were opened,
whereas the specifications require both a C-10 and an A (General) license. Also, the
contractor did not submit a signed receipt of Addendum No. 1 as required by the
Addendum instructions.
Accordingly, it is recommended that the City Council find the bid of Pro Tech Engineering Corporation to
be non-responsive and award the contract for the Traffic Signal Installation/Interconnect System at
Portola Parkway/Allen/Citrus Ranch Park (CIP No. 4026); the Traffic Signal Modification/Upgrade at
Irvine Boulevard and Prospect Avenue (CIP No. 4052); and the Traffic Signal Installation/Interconnect
System at Tustin Ranch Road and Greenway Drive/Adams Drive (CIP No. 4075) to KDC, Inc., DBA
Dynalectric, the lowest responsive/responsible bidder. The references and the State Contractor's
Licenses for KDC, Inc., DBA Dynalectric have been checked and are appropriate for the subject
project. Their bid is approximately 20% below the engineer's estimate of $797,200, primarily due to
the weak economic climate, resulting in highly competitive bids.
