SUBJECT: REQUEST FOR ADDITIONAL WORK AT CITRUS RANCH PARK
SUMMARY:
Staff received a request from Councilmember Deborah Gavello to increase the scope of
work at Citrus Ranch Park (CIP No. 2046) with the additional work to include the
construction of a north meadow perimeter walkway and a concrete access staircase to
the top of the citrus grove.
RECOMMENDATION:
Pleasure of the City Council.
FISCAL IMPACT:
At their September 2, 2008, meeting the City Council awarded the Citrus Ranch Park
construction contract to Valley Crest Landscaping for $4,400,000. Additional costs to
develop the park include construction management services of $460,000 and
architectural/design services since 2000 of $503,707. The approved Capital
Improvement Project fund appropriation for FY 2008-09 for the completion of the project
is $6,624,784. The estimated cost of the requested additional work at Citrus Ranch
Park is $373,000, ($203,000 staircase cost and $170,000 walkway cost) with funds
being expended from the Park Development Fund 11.
The City Council approved seven-year Capital Improvement Plan for park projects is
$11,350,784. The June 30, 2009 balance in Fund 11 is $4,290,056.
BACKGROUND:
On April 3, 2007, following an Engineer's Estimate of 8.9 million dollars for the original plan
option, (attachment #1) the City Council directed the Community Services Commission to
return to Council with a recommendation of a preferred plan option that would conform to
the confines of the CIP Budget and maintain the original intent of the park.
During the Community Services Commission's review of the proposed design options,
(attachment #2 and #3) the Commission expressed concerns regarding the reduced scope
of the project, particularly related to the non -development of the citrus knoll and phased
development. The Commission requested staff to direct the project architect to draft and

return an overall park design which included the development of the entire project in one
phase, access to the apex of the knoll and be realistic to the project budget. (attachment
#4)
At their October 17, 2007, Community Services Commission Meeting, the Commission
discussed and reviewed the submitted preferred opition. The Commission reached
consensus and recommended the preferred plan for City Council review. The City Council
reviewed and approved the Commission recommended preferred plan option at their
November 20, 2007 Council Meeting.
