The following is a list of projects and activities since the Summary of Projects provided at
the September 23, 2008, Planning Commission meeting. The list focuses on the status of
projects that the Planning Commission, Zoning Administrator, or Community Development
Director approved, major improvement projects, and other items of interest.
Major Projects Under Construction
The Cottages/Nevis Homes (1361 EI Camino Real): Project includes construction of
93 condominium units. Construction is currently underway. Phase 1 consists of 30
units and is nearing completion. The developer has indicated that the units will be
rented/leased until the market improves.
Red Hill Town Homes (14421-14471 Red Hill Ave.): Project includes demolition of 57
apartment units and construction of 75 new condominium units. The City Council
approved the project on March 20, 2007. No construction plans have been submitted.
City staff is monitoring the project to ensure the project site is maintained in good
condition. Waterstone Garden Investments, LP has purchased the property.
Hampton Village (1972 Mitchell Avenue and 14251-14351 Browning Ave.): The
project consists of demolition of 60 existing apartment units and construction of 77
residential condominium units. No construction plans have been submitted. City staff is

monitoring the project to ensure the project site is maintained in good condition.
Waterstone Garden Investments, LP has purchased the property.
• Larwin Square (530 E. 1St St.): Repair and remodel of the deteriorated roof on the
commercial buildings on the west and north side of the property. Permits have been
issued and construction is underway. The repair also includes installation of new
parapets and painting of the facade to match Vons and the existing office building along
Centennial Way. The project was put on hold temporarily during the holiday season at
the request of the tenants to allow customers to shop without disruption from the
construction activities. Construction activities have since resumed.
• Tustin Library (245 E. Main St.): Construction of a new library is approximately 65
percent complete. Exterior framing and waterproofing have been completed. Storefront
doors and hardware and skylights at entry are being installed; the interior improvements
such as drywall, framing of soffits and ceiling, installation of rough mechanical in the
soffits and ceiling, etc. are in progress; roofing has been completed.
Miscellaneous Projects
• I-5 Self Storage and RV Storage
(2631 Michelle Dr.); Conversion of
existing industrial buildings and

open.

• Raj Manufacturing (2692 Dow Ave.): The Design Review proposal for an addition to
an existing industrial building was approved November 8, 2007. The project was finaled
on January 12, 2009.
• Nunos Brothers Retail Building (15761 Tustin Village Way): The project involves
reconstruction of a 15,000 square foot retail center to replace a former retail center that
was destroyed by fire. The Design Review proposal was approved April 16, 2007.
Building and landscaping permits are ready to be issued. Grading permits have been
issued.
• American Senior Living (13841 Red Hill Ave.): Zone Change, Conditional Use
Permit, and Design Review to authorize the construction of 201 assisted
living/congregate care facility for persons of 62 years or older were approved.
Construction plans are currently in plan check. Demolition permit has been issued and
is pending clearance from the South Coast Air Quality Management District (SCAQMD)
for asbestos and lead paint removal prior to demolition.
• Alders Apartments (15600

• Red Hill Lutheran Church Expansion (13200 Red Hill Ave.): Conditional Use Permit
and Design Review for a school expansion for up to 500 students and construction of
new fellowship hall were approved by the Planning Commission. Demolition of the
existing building is complete and construction is underway.
• Royal Street Communications New Wireless Facility (131 North Tustin Ave.): A
new minor rooftop stealth wireless facility was approved at an existing office building.
Construction plans are in plan check.
• Panattoni Development office conversion (15771 Red Hill Ave.): Zone Change and
General Plan Amendment to allow for conversion of an existing industrial building into
an office building were approved by the Planning Commission and the City Council. No
construction plans have been submitted for plan check.
• Bank of the West (701 W. 1St St.): Structural rehabilitation to the permanent bank
building is complete, temporary trailers have been removed from the site, and the bank
reopened for full business activities in September 2008.
• New dental office (740 EI Camino Real): A conditional use permifi to establish a
medical/dental office at 740 EI Gamino Real was approved by the City Council on March
4, 2008. A Design Review application for a significant remodel of the existing building
to a two-story dental office building with ground floor retail has been submitted and is
under review by staff.

• Kentucky Fried Chicken (1022 E. First St.): Design Review for demolition of the
existing KFC restaurant and construction of a new KFC restaurant was approved. The
City is waiting for the applicant to complete plan check items to pull permits.
• Guest House (445 W. Second St.): Conditional Use Permit and Design Review for a
new, detached garage and guest house at an existing residence in Old Town were
approved on December 9, 2008. The applicant is expected to submit revised plans for
plan check by January 31, 2009.
• Old Town Mixed-Use Building (170 EI Camino Real): Conditional Use Permit 07-014
and Design Review 07-015 were approved on the construction of a 1,750 square foot
mixed use building on March 4, 2008. Plans for plan check are anticipated to be
submitted within the next few months.
• Massage Establishment (1076 E. First Street, Suite C): Conditional Use Permit 08-
018 was approved for the establishment of a massage use on November 12, 2008.
Permits for the interior remodel have been issued and construction is underway.
• Jim's Music (14061 Newport Ave.): Permits for tenant improvements to accommodate
a 9,124 square foot musical instruments superstore at Tustin Freeway Center have
been issued and construction is underway. Jim's music is currently located in the City
of Irvine and is relocating its store to this tenant space.
Kohl's (18182 Irvine Boulevard): Kohl's Department store will be acquiring Mervyn's
lease at the Tustin Courtyard. Minor tenant improvements will be proposed and
construction plans will be submitted in the near future. Kohl's is anticipating opening in
fall 2009.

Zoning Administrator Actions
• Conditional Use Permit 08-006 (300 EI Camino Real): A request to permit a specialty
electronics retailer (Synergy) was approved by the Zoning Administrator. Permits have
been issued and construction is underway.
• Conditional Use Permit 0$-016 (13011 Newport Ave., Suite 110): A request to
provide massage services in conjunction with an existing beauty salon and spa at Plaza
Lafayette was approved.
• Conditional Use Permit 08-012 (181 EI Camino Real, Suite A): A request to provide
massage services in conjunction with an existing beauty salon in Old Town Tustin was
approved.
• Design Review 08-010 (13421 Newport Ave.): A request to remodel an existing 3,172
square foot of Burger King building to accommodate a new EI Pollo Loco restaurant was
approved. Permits were recently issued and construction is in progress.
• Design Review 07-022 (200 EI Camiino Real): A request to construct a new 4,922
square foot two-story commercial building that will consist of ground floor retail use and
second floor office use on a vacant lot at the southwest corner of EI Camino Real and
Second Street was approved. Plans have not yet been submitted for plan check review
and approval.
• Design Review 07-020 (155 West First Street): A new retail building at 155 W. First
Street was approved on December 3, 2008. The project includes the demolition of the
existing auto service buildings and construction of a new 1,137 square foot single-story
retail building for a the showroom.

Tustin Legacy
• The District at Tustin Legacy (Vestar: Barranca Parkway and Jamboree Road):
The Bistro West restaurant project was recently completed and is open for business.
The shell building construction for the Marmalade restaurant is substantially complete;
however, tenant improvements are still ongoing. Marmalade is anticipated to open
within the first quarter of 2009.
• Columbus SquarelColumbus Grove: Most of the model home buildings are no longer
open as the projects near completion and model homes are being converted back to
residences. Construction of the model home for the senior housing (Coventry Court) is
complete; the project is on hold due to the recent market downturn. Approximately
1,050 permits have been issued between the two communities. 971 homes (units) have
been approved for occupancy.
• Orange County Social Services Tustin Family Campus (154U5 Lansdowne Road):
The project involves amulti-treatment campus which includes four (4) stand-alone
residential homes at 4,733 square feet each; three (3) two-story residential buildings,
each 8,430 square feet; a 12,224 square foot, two-story campus service center; and a
1,000 square foot maintenance building for a total of 57,446 square feet of building area
with a serving capacity of 90 beds for abused and neglected children and their parents
and emancipated youth to be operated by the Orange County Social Services Agency.
Construction is currently underway.
• Orange County Rescue Mission's Village of Hope (1 Hope Drive): A 192-bed
transitional home for the homeless at Tustin Legacy to be operated by the Orange
County Rescue Mission. Certificate of Occupancy for the transitional home has been
issued. In November 2007, the Planning Commission approved an amendment to the
Village of Hope Conditional Use Permit to allow for amedical/dental clinic to operate in

conjunction with the transitional home. The construction for this medical/dental clinic is
nearing completion pending final inspection.
Concept Plan 06-001 and Tentative Tract Map 17144 (Neighborhood E of the
MCAS Tustin Specific Plan): Concept Plan for potential development of approximately
1,267-324 square feet of non-residential uses that encompasses Phases 1 and 2 of
Neighborhood E. Phase 1 includes a total of 318,600 square feet of general office uses
and 287,000 square feet of R&D flexllight industrial uses. Phase 2 includes 319,675
square feet of general office uses; 93,920 square feet of R&D flex light industrial use;
229,997 square feet of office park use; and, 18,132 square feet of neighborhood
commercial (mixed use). The Design Review for Phase 1 has been approved (see
Design Review 07-011 below).
Technology Park at Tustin Legacy Design Review 07-011 (Neighborhood E):
Phase 1 development of the Neighborhood E Technology Park including 9 new office
buildings on 29.44 acres. Design Review 07-011 was approved on January 18, 2008,
by the Community Development Director. Construction plans have not been re-
submitted to plan check.
Tustin Legacy Community Partners: Staff is continuing to work with the Master
Developer of approximately 805 acres to develop conceptual land use, circulation, and
open space plans. Concept plans for Neighborhoods D and G along with the
associated tract map have been submitted for review.
Public Improvements -Public Works Department
• Pasadena Well Site. Construction on the Pasadena Avenue Water Well is progressing.
The outer building structure that houses the well and equipment is in place. Stone
veneer, stuccowork, and exterior finishing work have been added for aesthetics. Faux
windows and gables have been added to make the exterior of the well facility blend into

the historic Pasadena neighborhood. Drought tolerant plant materials and a water
efficient irrigation system are being installed. Final permitting firom OCFA and
Department of Public Health are being obtained. The project is anticipated to complete
by end of February 2009.
Design is complete and bids were opened on December 11, 2008 by OCTA on the
countywide Grade Crossing Safety Enhancements Project, which includes the railroad
crossing at Red Hill Avenue. These improvements include those necessary for the Red Hill
Avenue/SCRRA Railroad Quiet Zone (CIP No. 4069) Project. Construction is scheduled to
begin in Spring of 2009 and be completed in one year.
Preliminary design engineering is continuing for the Red Hill Grade Separation at the
OCTA/SCRRA railway crossing (CIP No. 7175).
A cooperative agreement between the City and the Orange County Transportation
Authority (OCTA) was approved by the City Council on September 2, 2008 for design and
construction ofi a parking structure at the Tustin Metrolink Station within the next two years.
Citrus Ranch Park is located at 1111 Portola Parkway. The 17-acre park will feature a
themed children's playground, picnic shade structure, restrooms, pedestrian walkways
and plaza areas. The contract for construction of the Citrus Ranch Park Project (CIP No.
2046) was awarded by the City Council on September 2, 2008. Groundbreaking took
place in October 2008 and on December 5, 2009, construction began. The project is
currently undergoing grading of the park and knoll areas. Replacement of existing citrus
trees irrigation system is also in progress. The park is expected to open Summer 2009

• A construction contract was awarded by the City Council on January 20, 2009 for the new
traffic signal on Portola Parkway at Citrus Ranch Park (CIP No. 4026). Installation will be
coordinated with construction of the park.
• Moffet Avenue roadway improvements between Harvard Avenue and Sonora Street are
complete and open for public use.
• Construction is complete on the Sycamore Storm Drain Project (CIP No. 5033).
Construction commenced in late June 2008 to minimize impacts to adjacent schools
and was completed before school opened for the fall session.
• Severyns Road improvements north of Valencia Avenue are complete and open for public
use.
• Construction is complete on the Tustin Legacy Portal Entry Project (CIP No. 1046) at the
intersection of Red Hill Avenue and Valencia Avenue. This project included enhanced
landscaping and the Tustin Legacy identification sign.
• A construction contract was awarded by the City Council on January 20, 2009, for the
traffic signal modification project at Irvine Boulevard/Prospect Avenue (CIP Na. 4052).
• A construction contract was awarded by the City Council on January 20, 2009, for the
new traffic signal installation at Tustin Ranch Road and Greenway Drive/Adams Drive
(CIP No. 4075).
