Any classification herein omitted shall not be less than the prevailing wage rates paid in the County of Orange. Provided that overtime rate, rates of pay for Saturday, Sundays and holidays shall apply to those holidays as recognized in the collective bargaining agreement appli- cable to the particular cr~aft, classification or' type of workman employed on the project. It shall be mandatory upon the contractor to whom the contract t,s awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all laborers, workmen and mechanics employed by them in the exe cut i on o f t he c ont tact.
