469
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, BEING A RESOLUTION
ADOPTED PURSUANT TO THE PROVISIONS OF
ORDINANCE NO. 123 OF SAID CITY RELATING TO
CIVIL DEFENSE AND DISASTERS.
WHEREAS, Ordinance
and Disasters, provides that
No. 123 relating to Civil Defense
the Civil Defense and Disaster
Organization, the distribution of Civil Defense powers and duties,
the assignment of functions and services and the recuitment,
direction and
training of personnel, shall be prescribed by
Resolution adopted subsequently to the adoption of said Ordinance,
now, therefore, the City Council does resolve, declare, determine
and order as follows'
SECTION 1. ORGANIZATION' The Civil Defense and Disaster
Organization of the City shall be as hereinafter more particularly
described and as shown in the attached Plan marked "Exhibit A",
and entitled, "TUSTIN ORGANIZATION FOR CIVIL DEFENSE."

SECTION 2. SERVICES' For purooses of Civil Defense
planning, organization and operation, the following services
are designated'
(1) Fire
(2) Law Enforcement
( 3 ) Engineering
(4)
Communications
(5)
Public Information
(6) Rsdiological
(7)
T'ransportation
(8) Utilities
( 9 ) Warden
(10) Medical
These designated services may be changed from time to time by the
Director of Civil Defense by written admistrative orders particularly
for the purpose of conforming to recommendations of the State Director
of Civil Defense or subsequent modification considered necessary by.
the Director of Civil Defense.
The Director of Civil Defense shall appoint a Chief
of each such service, except as hereinafter provided. The Chief
of Police shall be Chief of the Law Enforcement Service. The
Chief of the Fire Department shall be the Chief of the Fire
Service. The Director of Public Works shall be the Chief of
the Engineering Service.
For th.e purpose of Civil Defense planning, organization
and operations, the Chief of each service shall be responsible
to the Director through the Assistant Director.
Each Chief of a Service is authorized to organize such
staffs, sections, and subsections as are found necessary for the
efficient administration and operation of ~'~is service.
SECTION 3. LEGAL' The City Attorney shall serve as
the legal advisor to the Director of Civil Defense and to the
Civil Defense Organization. If for any reason the City Attorney
is not available in case of emergency the Director of Civil De-
fense may designate and call in any other qualified counsel for
legal services.
SEOT±uN ~. AMERICAN RED CROSS' The American Red Cross
in the City in natural disaster will undertake to furnish food,
clothing, shelter, registration ano. in~'ormation service, supp±e-
mentary medical service when requested, and rehabilitation to
individuals and families affected by the disaster.
In war-caused disaster, the American Red Cross will
undertake to furnish only food, clothing, and shelter to affected
individuals and families.
The American Red Cross will undertake to provide funds
with which to finance all its relief operations during natural
disaster. Civil Defense financing will be provided by public or
private agencies other than the Red Cross to the extent available
for Red Cross functions in war-caused disasters. The Director
shall be responsible for arranging, through the Chairman of the
local Red Cross Chapter, for the participation of th.e Red Cross
in Civil Defense as a part of the mass care service in case of
war-caused disaster, and for the relationship between the Red

Cross and the Civil Defense Organization, in case of natural
diss..ster.
SECTION 5. DUTIES' In the event of a disaster, the
Director of Civil Defense or his authorized representative shall
have authority to close retail, stores and prohibit the unauthorized
sale of food, clothing and petroleum supplies and to requisition .......

same as Deputy State Purchasing Agent. The Civil Defense and
Disaster duties of the Chiefs of the services shall be as described
in "Exhibit A" for the Civil Defense and. Dis~aster Corps of the
City and in the. "United States Civil. Defense", National Security
Resources Board Document 128, dated September 8, 19.50, copies
of which shall be filed in the office of the City Clerk.
SECTION 6. That this Resolution shall become effective
on the 1st day of June 1959, to supplement Ordinance No. 123,
entitled, "AN' ORDINANCE OF THE CITY OF TUSTIN ESTABLISHING A
DISASTER COUNCIL", passed and adopted on the 18th day of May,
1959.
SECTION 7. The City Clerk shall, certify to the passage
and adopt_~.on of th'is Resolution, shall cause the same to be
filed in the Office of the City Clerk of~the City of T'ustin and
shall make r., m.i. nute order of the passage and adoption thereof
in the Min~tes of the meeting of said City Council of said City
at which the same is passed and adopted.
PASSED AND ADOPTED at a regular meeting by the City
Council of the City of Tustin, held on the 18th day of May, 1959.
