The purpose of this letter is to request the city leaders help for the residents of Copperfield Drive '
. .. oPPe ve in the
Summerfield homes subdivision. we have two major problems that are causing deterioration `
. � in the
quality of life as well as the property values of our neighborhood.
The first problem we would appreciate help with is parking. Manyof the residents of the Whispering
sperung
Woods apartments and the Avalon apartments use Red Hill Avenue and the west end of Copperfield
Drive for apartment . This problem was originally ad in a letter to Mr. T . airy Lu tz of the
City Engineering Department, dated March 7, 2006 together with aP' `on signed by the majority ty of
homeowners on Copperfield requesting resident permit parkin (copyattached . Mr. Lutz `8 � has advised us
that the city has conducted a study of parking availability for the Avalonents and found
� they have
adequateparking for their residents. The apartment complex may meet the c' .

requirements based on the number of spaces per apartment, but do not have enough
. y git spaces for all
their residents. I have asked several people why they choose toPon Copperfield
of at the
apartment lot and the ous answer is they do not have a parking space. Mr. Lutz has also advised
us of a plan to prohibit parking along Red Hill between walnut and Mitchell. If this occurs the
appearance of Red Hill will be improved. However, if all the cars that aloe Red Hill

permitted to park along Copperfield, the neighborhood we have lived in for over 30ears will be

impacted. The residents of Copperfield Drive should not be obligated to`g

spaces for residents of nearby apartments. Apartment owners should be fired to vide ad
� pro equate, on-
site parking for all resident drivers including "guest" parking.
The second problem we would appreciate help with is installation of a deterrent to drivers from
surrounding neighborhoods that use Copped eld as a cut -through street to avoid the light at the
Walnut/Red Hill intersection. No number of tum lanes off of walnut onto Southbound.
Red Hall will
elthis problem. The problem occurs mostly during mornin and evening comm
S � uta tunes when
drivers speed from Red Hill to walnut and walnut to Red Hill via Copperfield to beat the traffic si
P� gaal.
Several residents of Copperfield have small children. A tragic accident is very possible. We expect this
problem to worsen since the sin a entrance to the condominium complex planned for the North-West
corner of Red Hill and Walnut will be directly opposite Copperfield .Drive. The condominium builder's
premise that drivers will not cut across Red Hill from Copperfield to enter the condominium cam lex is
not realistic thinking. Drivers presently make left turns from Copperfield onto Red they Hill, so will

surely enter the new development from Copperfield if it is physically possible. A median on Red Hill,
which would improve safety and greatly enhance the appearance of our city, and a second entrance into
the condominium development off of Walnut, would solve some of the Copperfield cut-thruPi' oblem as
well as future traffic backups caused by left turn traffic into the condominium complex.
Sandi and I have lived in our home for 32 years and until the apartment residents be parking on
Copperfield during the county sewer refurbishmentoneighborhood
, our was what a single family

residential housing area should be like. However, now we feel we are living in a neighborhood Hofl like in
decay. A neighborhood watch is very difficult when people that do not live hero are walkingthe street at

curs of the day and night. We do not believe our street problems will be solved until the'City

Re: Parking on Copperfield Drive (Summerfield Howes)
We are writing this letter as a petition to the CrtY to establish Copperfield Drive in the Surnmerfield
homes area as a restricted only parking zone similar to
that along Heatherfield Dave in
Summerfield.
Street side parking along Redhill. Ave. was interrupted during the sewer reconstruction project. As
such, many of the tenants that live in the Avilaartment complex .
aP � x began parking their cars on
Copperfield Drive. We spoke with the apartment Wager and
P were assured that the complex had
ample parking on the premises for all tenants, but that they do rely on parking availability ty along
Redhill Ave. for overflow. Several weeks have passed since the'
sewer project was completed, but
apartment residents continue to park along Copperfield Drive. It is not un '
usual for some vehicles to
remain unmoved for a week at a time or even longer.
There are many negative impacts of thisapartment residentki

p ng incursion. Many evenings there
is no curbside parking for residents or guests of the residents.
The first four or five houses from
Redhill are presently the most affected. However,,as the number of drivers per apartment continues
