At this time members of the public may address the
Commission regarding any items not on the agenda and
within the subject matter jurisdiction of the Commission (NO
action can be taken on off-agenda items unless authorized by
law).
If you wish to address the Commission on any matter, please
fill out one of the forms located at the speaker's table so that
your remarks on the tape recording of the meeting can be
attributed to you. When you start to address the Commission,
please state your full name and address for the record.
In compliance with the Americans With Disabilities Act, if you need special
assistance to participate in this meeting, you should contact the office of the City
Clerk at (714) 573-3025. Notification 48 hours prior to the meeting will enable the
City to make reasonable arrangements to assure accessibility to this meeting.
CONSENT CALENDAR: All matters listed under the Consent Calendar are considered
routine and will be enacted by one motion. There will be no
separate discussion of these items prior to the time of the
voting on the motion unless members of the Commission,
staff, or public request specific items to be discussed and/or
removed from the Consent Calendar for separate action.
APPROVAL OF MINUTES -MARCH 10, 2009, PLANNING COMMISSION
MEETING.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this
agenda will be made available for public inspection in the Community Development Department located at 300
Centennial Way, Tustin, California, during normal business hours.

PUBLIC HEARINGS:
2. REVISIONS TO HOUSING ELEMENT OF THE GENERAL PLAN AMENDMENT
(GPA 09-001).
The availability of housing and a suitable living environment for every family has
been of increasing concern to all levels of government. In California, this concem
is addressed by the California Government Code requirement that each City adopt
a Housing Element as a mandatory part of its General Plan. State Planning Law
requires that cities and counties update their Housing Elements at least every five
(5) years. The City adopted its Housing Element per State law on June 17, 2008.
The State Department of Housing and Community Development (HCD)
commented on the adopted element. This revised element incorporates HCD's
comments.
ENVIRONMENTAL
STATUS: PURSUANT TO THE CALIFORNIA ENVI-
RONMENTAL QUALITY ACT (CEQA) GUIDELINES
SECTION 15162, THE HOUSING ELEMENT AND
ASSOCIATED REVISIONS WERE ADEQUATELY
EVALUATED WHEN THE CITY CONSIDERED
ADOPTION OF THE HOUSING ELEMENT UPDATE
ON JUNE 17, 2008
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4113 recommending that the
City Council approve General Plan Amendment 09-001, revising the adopted
Tustin Housing Element.

3. TUSTIN HISTORIC REGISTER NOMINATION - 310 SOUTH PASADENA
AVENUE
RECOMMENDATION:
That the Planning Commission approve the nomination 310 South Pasadena
Street to the Tustin Historic Register Plaque Designation Program and select the
most appropriate historical name and date of construction for the property.

4. TUSTIN HISTORIC REGISTER NOMINATION -415 WEST SIXTH STREET
RECOMMENDATION:
That the Planning Commission approve the nomination of 415 West Sixth Street to
the Tustin Historic Register Plaque Designation Program and select the most
appropriate historical name and date of construction for the property.
