A RESOLUTION OF TIlE CITY COUNCIL OF TltE CITY OF
4 TUSTIN, AUTHORIZING THE, SUBMITTAL OF A CDAM GRANT
APPLICATION TO OFFSET PLANNING COSTS ASSOCIATED

WITH THE CLOSURE AND REUSE OF MCAS TUSTIN

7 the City Council of the City of Tustin DOES HEREBY RESOLVE as follows:
s I. The City Council finds and determines as follows:
9 A. Marine Corps Air Station (MCAS) Tustin was announced for closure in March
1991, providing the City of Tustin a tremendous oppommity for economic
~0 redevelopment but also a sudden and severe economic impact to the community;
~ B. Federal Office of Economic Adjustment (OEA) grants have provided significant
assistance to base closure communities including Tustin. However, OEA grant

approvals also require that a grant recipient provide a 25% cash in-kind matching
~3 contribution;
~4 C. The California Trade and Commerce Agency created the California Defense
Adjustment Matching (CDAM) grant program to provide funding relief to cities
xs and counties negatively impacted by cutbacks in defense spending and military
base closure and has recently advertised the 1999/2000 CDAM program
16 solicitation:
~7 D. City of Tustin staff has prepared a CDAM planning implementation grant
application that requests a $118,958 reimbursement of the City's current OEA
~ s cash match requirement;

NOW THEREFORE, BE IT RESOLVED that the City Council:

1. Authorizes the filing of an application to the California Trade ind Commerce
2~ for $118,958 in California Defense Adjustment Matching Grant funds to offset the
City of Tustin's existing Office of Economic Adjustment (OEA) grant cash in-kind matching

obligation in support of continuing reuse planning implementation activities.

2. Appoints the Assistant City Manager or her authorized representative as the agent to
24 apply, approve, sign and execute in the name of the City of Tustin any documents necessary to
secure this requested CDAM grant funding, in the event that funding is awarded under that
2s program.
