HomeMy WebLinkAbout03 Historic Register 305 S C StITEM #3 • V O~ DATE: APRIL 28, 2009 Inter - C O m ~'~,~,~`~ TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT; TUSTIN HISTORIC REGISTER NOMINATION - 305 SOUTH C STREET RECOMMENDATION That the Planning Commission approve the nomination of 305 South C Street to the Tustin Historic Register Plaque Designation Program and select the most appropriate historical name and date of construction for the property. BACKGROUND AND DISCUSSION Owners of historic homes or commercial buildings in Tustin are eligible to participate in the City's plaque designation program, called the Tustin Historic Register. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The bronze plaques purchased through the program may be mounted or set on metal stakes. Property owner who would like to participate are responsible for the cost, installation, and maintenance of the plaques. The plaques display the construction date of the building, up to two lines of text, and are identified with the words "Tustin Historic Register." Nomination forms are obtained from the Community Development Department. Anyone, including the Commission, may nominate properties. Pursuant to the it on November 6, 2007, the nomination was ~a Historical Society. The two groups were nomination, research the history of the property, name and date of construction. The Preservation Conservancy transmitted information (written on the nomination) to the Community Development Department on February 20, 2009. The Historical Society has not provided any information pertaining to the nomination. According to the City of Tustin 1990 Historical Survey, the Victorian board and batten residence (see Attachment C) has an A rating. It was built around 1886 and moved to its current site around the turn of the century. Mary Tustin, the wife of Columbus Tustin, was Planning Commission Report Tustin Historic Register - 305 S. C St. April 28, 2009 Page 2 the original owner of the house. Since 1945, the property has been owned by the Lindsay family. Appropriate historical names for the property may include "Mary Tustin House," "Lindsay House," or "Mary Tustin - Lindsay House." It is recommended that the Planning Commission select one of these three names as the most appropriate historical name for the property. The caves arc enclosed. The full porch is topped with a hipped roof and also features enclosed caves. Turned posts, connected by a plain balustrade with closelyspaced balusters, support the porch roof. 2-over-2 windows flank the cen[ered front door, which appears to be original. The inverted cross door is accented with molding bordering each vertical pant!. Because oC the break in the root on each side, at a spot where the eaves would logically end, it appears that the back section Nas added on. Because the materials, including the 2-over-2 windows, match the original it appears the addition was done ven• soon after the original construction. 5IG\IFICANCE: Mary Tustin, the original owner of the house (ca 1886), was the wife of Columbus Tustin, founder of the City of Tustin. The Tustins had the building moved [o this site around the turn of the century, with [he aid of logs and mules. The house was owned by members of the Tustin family until ]943, but Fannie, Tustin Platt and possibly Mary Jane Tustin Nicoles were the only ones who lived here, The house was rented in the 1930's to George Chandler and his family of nine children. Ralph and Louise Lindsay have owned the house since 1945. Ralph owned a shot repair shop in the Knights of Pythias building, but is best known as a volunteer Fireman, serving as Fire Chief from 1951 through 1959.
