SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE THE
NOTICE OF COMPLETION FOR THE EQUIPPING/CONSTRUCTION PHASE OF THE
PASADENA AVENUE WELL PROJECT (CIP NO. 6130)
SUMMARY
The Equipping/Construction Phase of the Pasadena Avenue Well Project (CIP No. 6130) has been completed
to the satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 09-24 accepting the Equipping/Construction Phase of the Pasadena Avenue Well
Project (CIP No. 6130); and
2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's
Office.
FISCAL IMPACT
The final construction cost for the current Equipping/Construction Phase of the Pasadena Avenue Well
Project (CIP No. 6130) is $2,552,906.85. The project was funded by Water Capital Improvement Program
(WCIP) funds. Project construction, along with design and construction management, has increased the City's
water infrastructure assets by approximately $4,315,652. The total infrastructure cost also includes the design
and construction cost for drilling the well which was completed in Phase I of the project. Any increased
infrastructure valuation amount will be added to the City's water infrastructure inventory after final project
accounting by the Finance Department as required by Statement 34 of the Governmental Accounting
Standards Board (GASB 34). A draft final project cost information is shown on the attached GASB 34
Infrastructure Inventory Valuation Form.
DISCUSSION
The Equipping/Construction Phase of the Pasadena Avenue Well Project was completed on April 6, 2009,
and consists of a new 500 hp, 3000 gallons per minute (gpm) potable water well with standby power, concrete
masonry block building, landscaping, and SCADA system plus facility appurtenances.
All of the work for this project has been completed to the satisfaction of th~ity Engineer and is now ready for
Cit ncil cceptance.

RESOLUTION NO. 09-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE EQUIPPING/CONSTRUCTION OF THE
PASADENA AVENUE WELL PROJECT (CIP 6130)
WHEREAS, F.T. ZIEBARTH COMPANY, having a contract with the City of Tustin
to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:
Equipping/Construction of Pasadena Avenue Well Project
(CIP No. 6130)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5th day of May 2009.
