A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, SUPPORTING THE PROPOSED
SPHERE OF INFLUENCE BOUNDARY IN THE NORTH
TUSTIN AREA THAT IS IDENTIFIED BY THE ORANGE
COUNTY LOCAL AGENCY FORMATION COMMISSION
AS OPTION D.
The City Council of the City of Tustin does hereby resolve as follows:
WHEREAS, the Local Agency Formation Commission (LAFCO) establishes
spheres of influence to identify the future boundaries and service areas of both cities
and special districts; and
WHEREAS, LAFCO is required to review and update each Sphere of Influence
every five (5) years; and
WHEREAS, In November 2007, LAFCO adopted the current Sphere of Influence
line in the North Tustin area, with the understanding that the line would be reviewed
again as part of this year's Sphere of Influence update cycle; and
WHEREAS, the current Sphere of Influence line follows a combination of streets,
tract boundaries, and property lines; and
WHEREAS, in analyzing Sphere of Influence boundaries, LAFCO staff may
consider factors such as communities of interest, fiscal impacts, school boundaries,
topography, efficient service provision, and existing development .patterns; and
WHEREAS, on March 11, 2009, LAFCO staff proposed the following four sphere
modification options, which are scheduled to be considered by their Commission on
June 10, 2009:
• Option A -the current Sphere of Influence line
• Option B - a Sphere of Influence line following larger roads
• Option C - a Sphere of Influence line following smaller roads
• Option D - a Sphere of Influence line mostly following school district boundaries;
and
WHEREAS, LAFCO staff supports the adoption of Option D; and,
WHEREAS, records indicate that 2,012 households within the unincorporated
area (92705 Zip Code) have registered in the past to participate in various City of Tustin
Parks and Recreation programs with 1,045 residents registering in the past year,
indicating residence affiliation with the City of Tustin.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Tustin supports the proposed Sphere of Influence boundary in the North Tustin area
that is identified by the LAFCO as Option n
PASSED AND ADOPTED at a regular meeting of the Tustin City Council, held on
the 19th day of May, 2009.
