HomeMy WebLinkAbout05 Summary of ProjectsITEM #5 TUSTIN Inter -Com DATE: JUNE 9, 2009 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS BUILDING OUR FIiTURL HONORING OUR PAST The following is a list of projects and activities since the Summary of Projects provided at the January 27, 2009, Planning Commission meeting. The list focuses on the status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved, major improvement projects, and other items of interest. Maior Projects Under Construction • The Cottages/Nevis Homes (1361 EI Camino Real): The project includes construction of 93 condominium units. Phase 1 which consists of 30 units is complete and the units are available for rent/lease until the market improves. Phases 2 and 3 are currently under construction. along Centennial Way. • Larwin Square (530 E. 1st St.): The project includes repair and remodel of the deteriorated roof on the commercial buildings on the west and north side of the property. Permits have been issued and construction is underway. The repair also includes installation of new parapets and painting of the fagade to match Vons and the existing office building • Tustin Library (245 E. Main St.): The Tustin Library project was approved in four (4) phases. Phase 1 which involved the demolition of Preble Street and existing buildings was completed. Phase 2 which involved the construction of a new library is approximately 85 percent complete. Phase 2 exterior building improvements have been substantially completed; interior finish work is ongoing; carpets, bookshelves, majority of the furniture are in place; exterior landscaping has been installed. Final refinement of Phase 2 is currently underway and is anticipated to be completed by Summer 2009, Phase 3 which involves the demolition of the old library will commence upon completion Planning Commission Summary of Projects June 9, 2009 Page 2 and relocation of the existing library. Phase 4 will follow immediately with the construction of the new plaza and additional parking area. • Red Hill Lutheran Church Expansion (13200 Red Hill Ave.): Conditional Use Permit and Design Review for a school expansion for up to 500 students and construction of new fellowship hall were approved by the Planning Commission. Demolition of the existing building is complete. Masonry walls have been placed and the project is progressing. Miscellaneous Projects • Synergy (300 EI Camino Real): The project involves a tenant improvement to the existing building once occupied by a bank and an auto museum to accommodate an audio video business specializing in the engineering, integration, and installation of audio/video systems for home entertainment. Interior framing have been installed and the project is progressing. • Feinstein Building (200 EI Camino Real): The Zoning Administrator approved a request to construct a new 4,922 square foot two-story commercial building that will consist of ground floor retail use and second floor office use on a vacant lot at the southwest corner of EI Camino Real and Second Street. Plans are currently in plan check review. • Nunos Brothers Retail Building (15761 Tustin Village Way): The project involves reconstruction of a 15,000 square foot retail center to replace a former retail center that was destroyed by fire. The Design Review proposal was approved April 16, 2007. Building and landscaping permits are ready to be issued. The project is under construction. • American Senior Living (13841 Red Hill Ave.): Zone Change, Conditional Use Permit, and Design Review to authorize the construction of 201 assisted living/congregate care facility for persons of 62 years or older were approved. Construction plans are currently in plan check. Demolition of the existing church Planning Commission Summary of Projects June 9, 2009 Page 3 building has been completed. The Developer is in the process of obtaining financing for the construction of the facility. • Alders Apartments (15600 Williams): The project involves the construction of two new apartment units and additional parking on a vacant lot. Permits were issued and construction is underway. "" - — • EI Polio Loco (13421 Newport Avenue): The project involves a '13421 building remodel of an existing "a 3,172 square foot building and LI parking lot improvements. The building was occupied by the A Burger King restaurant. EI Pollo Loco improved the site by repainting the building; °'r L constructing new tower elements on the east and south elevation of the building; installing new landscaping around the perimeter of the site; and, replacing the existing tile roof. The project is complete and the restaurant is now open for business. • New dental office (740 EI Camino Real): A conditional use permit to establish a medical/dental office at 740 EI Camino Real was approved by the City Council on March 4, 2008. A Design Review application for a significant remodel of the existing building to a two-story dental office building with ground floor retail is near complete and is expected to return to the Planning Commission for consideration by June 2009. • Kentucky Fried Chicken (1022 E. First St.): Design Review for demolition of the existing KFC restaurant and construction of a new KFC restaurant was approved. The City is waiting for the applicant to complete plan check items to pull permits. • Guest House (445 W. Second St.): Conditional Use Permit and Design Review for a new, detached garage and guest house at an existing residence in Old Town were approved on December 9, 2008. Plans of a revised design incorporating the Planning Commission's conditioned design changes were submitted for plan check in April 2009. • Old Town Mixed -Use Building (170 EI Camino Real): Conditional Use Permit 07-014 and Design Review 07-015 were approved on the construction of a 1,750 square foot mixed use building on March 4, 2008. Construction plans are currently in plan check. Planning Commission Summary of Projects June 9, 2009 Page 4 • Jim's Music (14061 Newport Ave.): Tenant improvements to accommodate a 9,124 square foot musical instruments superstore at Tustin Freeway Center have been completed. The business is now open. • Kohl's (18182 Irvine Boulevard): Kohl's Department store acquired Mervyn's lease at the Tustin Courtyard. Construction plans for minor tenant improvements have been approved and construction is underway. Kohl's is anticipating opening in fall 2009. • Beach Pit BBQ Signs (560 EI Camino Real): The City Council approved two new projecting signs at the Beach Pit BBQ in Old Town Tustin on April 7, 2009. Plans have not yet been submitted for plan check. Zoning Administrator Actions • Conditional Use Permit 09-003 (17742 Irvine Boulevard): The Zoning Administrator on March 23, 2009, approved a request to establish an educational/tutoring service (Mrs. Prell's Educational Services) at an existing tenant suite in an office complex was approved. • Conditional Use Permit 09-005 (2847 Park Avenue) — On May 18, 2009, the Zoning Administrator approved a request to modify conditions to an existing Type 42 Alcoholic Beverage Control (ABC) license for the Whole Foods market located at the District at Tustin Legacy. The approval was to remove a current restriction on the wine tasting bar which limits serving sizes to two (2) ounces per glass or container. Conditional Use Permit 08-021 (17802 Irvine Boulevard, Suite 225) — On May 18, 2009, the Zoning Administrator approved a request to establish an educational/tutoring facility at a tenant suite in an existing office building was approved. • Conditional Use Permit 09-007 (14071 Newport Avenue) — On May 18, 2009, the Zoning Administrator approved a request to authorize the sale of beer and wine for on- site consumption (ABC License Type 41) in conjunction with an existing bakery/cafe located at the Tustin Freeway Center. Planning Commission Summary of Projects June 9, 2009 Page 5 • Conditional Use Permit 09-013 (690 EI Camino Real) — On June 1, 2009, the Zoning Administrator approved a request authorizing the sale of beer and wine for on-site consumption (ABC license type 41) in conjunction with an existing restaurant/dinner theater (Curtain Call Dinner Theater) located in the EI Camino Plaza. Tustin Legacy • The District at Tustin Legacy (Vestar: Barranca Parkway and Jamboree Road): The Marmalade restaurant which is the last pad at the District is now complete and is open for business. With the exception of one tenant suite, all other suites have been occupied. • Orange County Social Services Tustin Family Campus (15405 Lansdowne Road): The project involves a multi -treatment campus which includes four (4) stand-alone residential homes at 4,733 square feet each; three (3) two-story residential buildings, each 8,430 square feet; a 12,224 square foot, two-story campus service center; and a 1,000 square foot maintenance building for a total of 57,446 square feet of building area with a serving capacity of 90 beds for abused and neglected children and their parents and emancipated youth to be operated by the Orange County Social Services Agency. Construction is currently underway. • Concept Plan 06-001 and Tentative Tract Map 17144 (Neighborhood E of the MCAS Tustin Specific Plan): Concept Plan for potential development of approximately 1,267-324 square feet of non-residential uses that encompasses Phases 1 and 2 of Neighborhood E. Phase 1 includes a total of 318,600 square feet of general office uses and 287,000 square feet of R&D flex/light industrial uses. Phase 2 includes 319,675 square feet of general office uses; 93,920 square feet of R&D flex light industrial use; 229,997 square feet of office park use; and, 18,132 square feet of neighborhood commercial (mixed use). The Design Review for Phase 1 has been approved (see Design Review 07-011 below). • Technology Park at Tustin Legacy Design Review 07-011 (Neighborhood E): Phase 1 development of the Neighborhood E Technology Park including 9 new office buildings on 29.44 acres. Design Review 07-011 was approved on January 18, 2008, by the Community Development Director. Construction plans have not been re- submitted to plan check. Tustin Legacy Community Partners: Staff is continuing to work with the Master Developer of approximately 805 acres to develop conceptual land use, circulation, and open space plans. Planning Commission Summary of Projects June 9, 2009 Page 6 • Columbus Square/Columbus Grove: Ciara at Columbus Grove was recently completed and all units have been approved for occupancy. Construction is currently underway at the following communities: Verandas, Gables, Meriwether, Camden Place, Cambridge Lane and Madison. Approximately 1,064 permits have been issued between the two communities. Of the 1,476 total units approved at the two communities, 1,013 homes (units) have been completed and released for occupancy. The following projects are on hold by the developers: Astoria, Mirabella, Ainsley Park and Coventry Court. Public Improvements — Public Works Department • Design engineering is continuing for the Jamboree Road Rehabilitation Project (CIP No. 7194) and the Tustin Ranch Road Rehabilitation Project (CIP No. 7195). The federal Preliminary Environmental Study (PES) was approved by Caltrans and a federal environmental Categorical Exclusion was approved in early May as part of utilizing federal Stimulus money for Jamboree Road. • Design engineering is continuing for the Newport Extension, Phase II Project (CIP No. 7131). Ninety-five percent (95%) plans and specifications were submitted on January 8, 2009. Design packages were sent to the various approving agencies and included BNSF, OCSD, OCTA, Metrolink/SCRRA, PUC, and the County of Orange. Metrolink/SCRRA has reviewed the design package and comments have been received. The design engineer, Dokken Engineering, will revise the plans and specifications based on these comments. The City is awaiting comments from the other agencies. Legal documents for future right- of-way acquisition are being prepared by Dokken Engineering. • Preliminary design engineering is continuing for the Red Hill Grade Separation at the OCTA/SCRRA railway crossing (CIP No. 7175). • SCRRA/Metrolink is negotiating various construction contracts for the countywide Grade Crossing Safety Enhancements Project, which includes the railroad crossing at Red Hill Avenue. These improvements include those necessary for the Red Hill Avenue/SCRRA Railroad Quiet Zone (CIP No. 4069) Project. Construction is scheduled to begin in late winter of 2010 and be completed in approximately one year • The City Council approved a revised Cooperative Agreement with OCTA for Expansion of Parking Capacity at the Tustin Metrolink Station for design and construction of an 825 Planning Commission Summary of Projects June 9, 2009 Page 7 space parking structure. Under the revised agreement, operation and maintenance of the structure will be the responsibility of the City. The Project Development Team (PDT), including OCTA's Design Consultants, OCTA Staff, and City Staff from the Public Works Department, Community Development Department, and Police Department have held PDT meetings and the design process is underway. • Citrus Ranch Park (2910 Portola Parkway): The 17 -acre park will feature a themed children's playground, picnic shade structure, restrooms, pedestrian walkways, and plaza areas. ValleyCrest Landscape Development, Inc. continued installation of storm drain, irrigation, and concrete footings for various structures; constructed masonry walls and structures, and installed underground electrical and telephone at the park. The park is expected to open early 2010. • Camino Real Park: This spring, Camino Real Park reopened with a new playground. The equipment includes a "tree house tower" with three slides and a variety of attached play elements, a climbing boulder, four swings, and a tot play structure. • A Notice to Proceed was issued to KDC, Inc. DBA Dynalectric for the Portola Parkway/Allen/Citrus Ranch Park Traffic Signal Installation (CIP No. 4026); the Irvine/Prospect Traffic Signal Modification (CIP No. 4052), and the Tustin Ranch Road/Greenway/Adams Traffic Signal Installation (CIP No. 4075). Construction started in mid-March 2009. The Installation of Portola Parkway/Allen/Citrus Ranch Park Traffic Signal Installation (CIP No. 4026) is being coordinated with construction of the park. Planning Commission Summary of Projects June 9, 2009 Page 8 • Red Hill Avenue, Newport Avenue, and Irvine Boulevard on -street parking prohibition took effect, and the three arterials were re -striped to six (6) lanes as part of the Arterial Highway Capacity Enhancements Project (CIP No. 4074). • Hardy & Harper, Inc Andrews Street and replacement, crack Maintenance Projec percent of the work 6235). completed work on the Newport Avenue Median Modifications at Main Street (CIP No. 4072); performed pavement removal and sealing, and slurry sealing for the Annual Major Pavement FY 08/09 (CIP No. 7001), and completed approximately 95 on the Annual Sidewalk Repair Project, FY 08/09 (CIP No. 402 - Pasadena Well Site. Construction on the Pasadena Avenue Water Well is complete. The project was accepted by the City Council on May 5, 2009. • Design initiated on the Mitchell Avenue/Utt Drive Pedestrian Enhancements (CIP No. 4073). Attachments: A.
